STAFF REPORT
St. Bernardine's Transplant Center is requesting a street banner
hung across "E" Street at Church, from April 18 to April 25, 1993
for the purpose of recognizing National Organ Donor Awareness Week.
Their letter dated March 29 is attached for your information.
Since the nature of the activity is of benefit to the community at
large, it is recommended that the request for the waiver be
approved.

Dear :Mayor Holcomb:
St. Bernardine Medical Center and the transplant patients we serve would
like to publicly thank the donors and families in the community of San
Bernardino who selflessly gave so others may experience a new life. To
show our appreciation, we would like to display a street banner in the San
Bernarrdino.
Since our Support Group, which is comprised of transplant patients, has
little funds, we respectfully request that the Mayor, City of San
Bernardino and Council members waive the $200 application fee. The banner
would be displayed Sunday, April 18th through Sunday, April 25th in
recognition of National Organ Donor Awareness Week. This banner may be
considered a public service, as others may think about organ donation and
the lives it can save.
Our Patient Support Group respectfully thanks the Mayor and Council for
its kind consideration of this matter.

HOLD HOLD HARMLESS AGREEMENT
The undersigned, hereinafter referred to as "Owner", hereby deposits with the City of Son Bernardino,herein-
after referred to as "City certain property intended for display/publio viewing. The property deposited with
the City shall be held by City at the sole risk of the Owner thereof,and the City shall not bs liable or otherwise
responsible for injury, loss or destruction from any cause, whatever. Owner accepts full risk of any such loss.
Owner understands that City is not guaranteeing or in any way assuring the safekeeping of such property, and all
risk of loss by fire,flood, earthquake,theft,mysterious disappearance or any other cause is solely on the Owner.
Owner agrees to hold City, its officers, employees and agents free and harmless from and against any such
loss, Injury or destruction of such property.
Owner represents and warrants that he is the owner of the subject property, and has authority to deposit such
