Synopsis of Previous Council action: January 15, 1992 - Mid-year budget reduction package approved establishing electrical energy use fees for youth sports organizations. March 2, 1992 - Public Hearing on energy fee is conducted. Council delays fees in lieu of energy conservation by youth leagues. April 6, 1992 - Council waives light use fees for non-resident youth organiza- tions through July 1, 1992. August 17, 1992 - Council refers energy fees for youth organizations to Ways and Means. Description) Finance: Council Notes: 75-0262 Agenda Item No. CITY OF SAN BERK RDINO - REQUEST I )R COUNCIL ACTION STAFF REPORT ACCEPTANCE OF PAYMENT FROM CITY OF HIGHLAND OF PRO RATA SHARE OF HIGHLAND LITTLE LEAGUE'S LIGHTING COSTS AT PATTON PARR AND THE WAIVER OF COSTS THROUGH JUNE 30, 1993. At its February 9, 1993 meeting, Highland City Council approved the payment of up to 80 percent of $3 , 135 not to exceed $2,508 on a one time basis, to cover Highland Little League lighting costs at Patton Park. The 80 percent represents a pro rata share of the energy costs based on the residency of the little league participants. This action successfully culminates review of light energy fees for youth sports organizations. Resolution 91-35 exempts only local youth organizations from paying fees for outdoor sports facilities. With the agreement of the City of Highland to pay for Highland Little League's energy cost on a pro rata basis, this organization requires a special status, in order that the remaining energy costs, which represents what is incurred by San Bernardino residents, not be charged. The proposed council action provides for the acceptance of the Highland share and the waiver of the remainder for the energy cost for the current fiscal year, thereby establishing that special status. The City of Highland elected to provide funding on a one year basis only, due to uncertainties about future budgets. The council action recommends the same term limit on the waiver. Any other non-resident youth sports organization requesting the use of a city facility will pay the fees established in Resolution 91-35. lighting costs-u 2/16/93 75-0264 SUMMARY OF ACTIVITIES January 15, 1992 - Council approved 1991-92 mid-year budget reduction package which established an electrical energy use fee for youth sports organizations. March 2, 1992 - At public hearing, council delayed fee implementation, allowing youth leagues to implement energy conservation measures and directed staff to report back on results in August. April 6, 1992 - Light use fees for non-resident youth organizations were waived through July 1, 1992. August 17, 1992 - Council received results of energy conservation by Little Leagues. Results were reported on 15 sites. Seven had reduced usage, eight had increased usage. The net results was a 3 percent reduction in total kilowatt hours used and a 1 percent savings - $193 in actual dollars. Energy fees for youth organizations was referred to Ways and Means. September 2, 1992 - Ways and Means Committee continued discussion on energy fees for non-resident youth organizations. Chairperson Estrada requested a meeting with a representative of Highland. September 4, 1992 - Meeting conducted with Chairperson Estrada, John Kramer and Bruce Coleman regarding light energy fees for Highland Little League. It was determined that a pro rata arrangement based on the ratio of Highland-San Bernardino residency would be pursued. November 17, 1992 - Breakdown of residency of Highland Little League was provided to City of Highland representative. Highland residents comprises 80 percent of Little League. January 12, 1993 - Staff attends City of Highland Public Works Sub Committee meeting, representing city's position. Sub Committee recommends payment, on a one time basis, of 80 percent of energy of costs, not to exceed $2,508. The Council, in taking its action, also indicated that any additional costs would need to be covered by the City of San Bernardino or others.
