Synopsis of Previous Council Action: N/A Background: The League of California Cities New Mayors and Council Members Academy Conference is a must attend for newly elected officials and for veterans wanting a refresher course on the basic legal and practical framework in which city officials operate. This academy provides critical training on important, fundamental topics for local government taught by subject matter experts and seasoned elected officials. This annual event is held mid-late January in Sacramento. The program provides the state mandated AB 1234 Ethics course and is the first of three stages for leadership levels for local elected officials. In accordance with the California Government Code, AB 1234 requires members of a legislative body to report on meetings attended at public expense at the next meeting of the legislative body. These also can be reimbursed according to local agency policy with documentation.59 0 In terms of kinds of documentation, one agency requires that telephone bills be submitted and that the official identify which calls were made on agency business. For L cellular calls when the official has a particular number of minutes included in the o official's plan, then the agency asks the official to identify the percentage of calls made M on public business.
