(#4348) Current Business Registration Certificate: Yes Financial Impact: The Fiscal Year 2015-16 budget currently includes sufficient monies in account no. 001- 180-0029-5502 for these consulting services. Motion: Adopt the Resolution. Synopsis of Previous Council Action: Background: The Planning Division of the Community Development Department currently has three (3) full-time planners handling a monthly average of approximately 300 ministerial permits (administrative permits, special events, home occupations and zoning verifications), plus approximately 500 phone calls. The monthly Planning Commission agendas are now averaging five items, and the monthly Development and Environmental Review Committee agendas are now averaging 12 items. The current workload also includes providing assistance at the public counter, answering telephone inquiries and providing plan check clearances for the issuance of building permits. As a result, staff resources are limited to provide project management for major development/planning projects. With development activities increasing so have major projects. The following synopsis provides a snap-shot of upcoming major projects in need of special attention: ✓ Over the course of the past several months, staff has been working in collaboration with National Core on their submittal of the Waterman + Baseline Transformation Specific Plan and Environmental Impact Report (EIR), and it is anticipated that the Draft Specific Plan and EIR will be ready to proceed with the processing within the next month. A deposit of $3,000 has already been made for this application, and it is anticipated that the processing will be completed on a cost recovery basis. Updated: 3/17/2016 by Linda Sutherland D Packet Pg. 193 5.1 4348 ✓ Additionally, staff recently attended a meeting with the Inland Valley Development Authority (IVDA) in which it was announced that the IVDA will be preparing and processing a Specific Plan and Environmental Impact Report (EIR) encompassing the area along the northern boundary of the airport. This will be a collaborative effort involving the IVDA, City of San Bernardino, City of Highland and San Manual Band of Mission Indians. IVDA is currently in the process of selecting the consulting team and it is anticipated that work will commence will commence within the next month or so. City staff's role in this effort will be to review the documents and support IVDA. Time spent on this project by staff will be covered by the General Fund. ✓ Staff has also recently met with an applicant and consulting team regarding the preparation and submittal of a Specific Plan and Environmental Impact Report (EIR) encompassing approximately 800+ acres within the northern area of the City's boundary, located north of Little League Drive. It is anticipated that the formal application will be submitted by the end of this month. Along with the application, a deposit in the amount of $50,000 will be made and the processing will be completed on a cost recovery basis. In an effort streamline the processing schedules and prevent unnecessary delays caused by tasks overloads for these three significant projects, staff solicited and reviewed proposals from four qualified consulting firms (please see Attachment 2). Based upon the experience and qualifications of their assigned Project Manager and reasonableness of their cost, staff's recommendation is to retain the services of Civic Solutions. The term of the agreement will be for through December 31, 2016 for an amount not to exceed $90,000. While the Project Manager from Civic Solutions will be responsible for handling the day- to-day tasks associated with these projects, the Planning Division Manager will be involved with the projects on an over-sight basis. Conclusion: Of the three Specific Plans that the Project Manager will be working on, two will be completed on a cost recovery basis, and the IVDA project will be covered by the General Fund.
