WHEREAS, the Vietnam War was one of our longest and most challenging wars. It is a story of
service members of different backgrounds, colors, and creeds who came together to complete a
daunting mission. Americans from every corner of our Nation left the warmth of family to answer the
call to serve the country they loved with honor, pride and dignity. It is a story of patriots paying the
high price of freedom, who braved the line of fire, casting themselves into harm's way for the good of all
to save a friend,fighting hour after hour, day after day to preserve the liberties we hold dear; and
WHEREAS, the years of combat during the Vietnam War left their imprint on a generation of
boys who quickly became men, with thousands returning home bearing physical and emotional scars
as well as memories that would never fade. More than 58,000 laid down their lives in service to our
Nation. Now and forever more, their names are etched into faces of black granite, a lasting memorial to
those who bore conflict's greatest cost; and
WHEREAS, in the year 2000, founder Jose G. Ramos began a campaign to `fix the past"; in
recognition of the service, honor, courage and loyalty of those who served in and during the Vietnam
War. He chose the date of March 30 because that is when the last combat troops left Vietnam; and
WHEREAS, in 2004, Representative Linda T. Sanchez heard about his cause and being very
determined, she took it to our Nation's Capital in Washington, DC. In 2006, the United States Congress
and the United States Senate both unanimously passed resolutions proclaiming March 30 as "Welcome
Home Vietnam Veterans Day. In 2009, California became the first state to pass legislation recognizing
March 30 as "Welcome Home Vietnam Veterans Day. Soon after, many states followed Jose's lead and
also passed the same legislation, and
WHEREAS, this is a tribute to all Americans who served during the Vietnam War, who gave
their lives in service to our country. We have great admiration and the utmost gratitude and
appreciation for the sacrifice of our nation's men and women in uniform wounded or killed by the
enemy while serving to protect the freedoms enjoyed by all Americans.
NOW, THEREFORE, BE IT RESOLVED that we, the Mayor and Common Council of the City of
San Bernardino, do hereby honor members of the United States Armed Forces who served during the
Vietnam War. March 30 will be forever remembered, celebrated, honored, recognized and proclaimed as
"WELCOME HOME VIETNAM VETERANS DAY"

Dear Virginia Marques,
This letter is being written to you in asking for your assistance with our plight for the
recognition of our Vietnam Veterans. We would like to propose to the City Council that
the City of San Bernardino, CA proclaim March 30 as "Welcome Home Vietnam
Veterans Day". We are asking for your support in this matter in presenting before the
City Council meeting our proposal request.
In 2000 founder, Jose G. Ramos began a campaign to"fix the past; recognition of the
service, honor, courage and loyalty of those that served in and during the Vietnam War.
He chooses the date of March 30 because that is when the last combat troops left
Vietnam. In 2004 Representative Linda T. Sanchez heard about his cause and being
very determined she took it to our Nation's Capital in Washington DC. In 2006, the US
Congress and US Senate both unanimously passed resolutions proclaiming March 30
as Welcome Home Vietnam Veterans Day. In 2009, California became the first state to
pass legislation recognizing March 30 as Welcome Home Vietnam Veterans Day. Soon
after, many states followed Jose lead and also passed Welcome Home Vietnam
Veteran Day legislation. In 2012 The White House signed an Executive Order
proclaiming March 29 as Welcome Home Vietnam Veteran Day. Many Cities in
California have since proclaimed recognition for Welcome Home Vietnam Veteran Day
which I am enclosing along with the Presidential Proclamation----Vietnam Veterans Day.
Virgina, we respectfully and sincerely ask for your support on this proposal to honor
members of the United States Armed Forces who served during Vietnam War. This
would be a tribute to all who served during the Vietnam War, including the Americans
who gave their lives in service to our country.
In the words of President John F. Kennedy, "A nation revels itself not only by the
citizens it produces, but also by the citizens it honors, the citizens it remembers."

A PROCLAMATION
On January 12,1962,United States Army pilots lifted more than 1,000 South Vietnamese service members over
jungle and underbrush to capture a National Liberation Front stronghold near Saigon.Operation Chopper marked
America's first combat mission against the Viet Cong,and the beginning of one of our longest and most challenging
wars.Through more than a decade of conflict that tested the fabric of our Nation,the service of our men and Women
in uniform stood true.Fifty years after that fateful mission,we honor the more than 3 million Americans who served.
we pay tribute to those we have laid to rest,and we reaffirm our dedication to showing a generation of veterans the
respect and support of a grateful Nation.
The Vietnam War is a story of service members of different backgrounds,colors,and creeds who came together to
complete a daunting mission. It is a story of Americans from every comer of our Nation who left the warmth of family
to serve the country they loved. It is a story of patriots who braved the line of fire,who cast themselves into harm's
way to save a friend,who fought hour after hour,day after day to preserve the liberties we hold dear.From la Drang
to Hue,they won every major battle of the war and upheld the highest traditions of our Armed Forces.
Eleven years of combat left their imprint on a generation.Thousands returned home bearing shrapnel and scars;still
more were burdened by the invisible wounds of post-traumatic stress,of Agent Orange,of memories that would
never fade.More than 58,000 laid down their lives in service to our Nation.Now and forever,their names are etched
into two faces of black granite,a lasting memorial to those who bore conflict's greatest cost.
Our veterans answered our country's call and served with honor,and on March 29,1973,the last of our troops left
Vietnam.Yet,in one of the war's most profound tragedies,many of these men and women came home to be
shunned or neglected—to face treatment unbefitting their courage and a welcome unworthy of their example.We
must never let this happen again.Today,we reaffirm one of our most fundamental obligations:to show all who have
worn the uniform of the United States the respect and dignity they deserve,and to honor their sacrifice by serving
them as well as they served us.Half a century alter those helicopters swept off the ground and into the annals of
history,we pay tribute to the fallen,the missing,the wounded,the millions who served,and the millions more who
awaited their return.Our Nation stands stronger for their service,and on Vietnam Veterans Day,we honor their proud
legacy with our deepest gratitude.
NOW,THEREFORE,1,BARACK OBAMA,President of the United States of America,by virtue of the authority vested
in me by the Constitution and the laws of the United States,do hereby proclaim March 29,2012,as Vietnam
Veterans Day.I call upon all Americans to observe this day with appropriate programs,ceremonies,and activities
that commemorate the 50 year anniversary of the Vietnam War.

He chooses the date of March 30 because that is when the last combat troops left
Vietnam. In 2004 Representative Linda T. Sanchez heard about his cause and being
very determined she took it to our Nation's Capital in Washington DC. In 2006, the US
Congress and US Senate both unanimously passed resolutions proclaiming March 30
as Welcome Home Vietnam Veterans Day. In 2009, California became the first state to
pass legislation recognizing March 30 as Welcome Home Vietnam Veterans Day. Soon
after, many states followed Jose lead and also passed Welcome Home Vietnam
Veteran Day legislation. In 2012 The White House signed an Executive Order
proclaiming March 29 as Welcome Home Vietnam Veteran Day. Many Cities in
California have since proclaimed recognition for Welcome Home Vietnam Veteran Day
which I am enclosing along with the Presidential Proclamation----Vietnam Veterans Day.
Fred, we respectfully and sincerely ask for your support on this proposal to honor
members of the United States Armed Forces who served during Vietnam War. This
would be a tribute to all who served during the Vietnam War, including the Americans
who gave their lives in service to our country.
In the words of President John F. Kennedy, "A nation revels itself not only by the
citizens it produces, but also by the citizens it honors, the citizens it remembers."
