Description) Finance: Council Notes: 75-0262 Agenda Item No. 1 RESOLUTION NO. 2 RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO CALLING FOR PUBLIC ADJUDICATORY AND FACT FINDING 3 HEARINGS ON THE DEVELOPMENT OF A LOW-LEVEL RADIOACTIVE WASTE FACILITY IN WARD VALLEY 4 WHEREAS, modern technology generates a substantial amount of 5 radioactive waste, and 6 WHEREAS, disposal of such waste is an ongoing problem which 7 must be resolved to provide for such disposal at some place and in 8 some manner, and 9 WHEREAS, even low-level radioactive waste includes 10 radioactive material which may survive as long as tens of 11 thousands of years, and 12 WHEREAS, exposure to such material can cause long term 13 health and possible reproductive problems, and 14 WHEREAS, a low-level radioactive dump site has been proposed 15 for Ward Valley, California, away from major population centers, 16 and 17 WHEREAS, concerns have been expressed about the proximity of 18 the site to the Colorado River which provides drinking water and 19 recreation to many in the Southwestern United States, and 20 WHEREAS, concerns have also been expressed as to potential 21 dangers posed by the transportation of such waste to the proposed 22 site on highways and freeways throughout Southern California, and 23 WHEREAS, the issue of the disposal of radioactive waste at 24 the site is an emotional matter with much expertise, information 25 and misinformation on both sides, 26 27 28 AB:km[WARDVALL.RES] —1— March 10. 1993 1 NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: 2 3 Before a final decision is made on locating the proposed site at Ward Valley, the Mayor and Common Council requests that 4 5 public adjudicatory and fact finding hearings be held throughout the affected areas and that public input be invited and allowed, 6 so that the final decision may be made with all relevant facts and 7 with the people who may be affected providing their input to the 8 decision makers. 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 AB:km[WARDVALL.RES] —2— March 10, 1993 j RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO CALLING FOR PUBLIC ADJUDICATORY AND FACT FINDING 2 HEARINGS ON THE DEVELOPMENT OF A LOW-LEVEL RADIOACTIVE WASTE FACILITY IN WARD VALLEY 3 4 I HEREBY CERTIFY that the foregoing resolution was duly 5 adopted by the Mayor and Common Council of the City of San 6 Bernardino at a meeting thereof, held on the 7 day of 1993, by the following vote, to wit: 8 Council Members: AYES NAYS ABSTAIN ABSENT 9 ESTRADA 10 REILLY 11 HERNANDEZ 12 MAUDSLEY 13 MINOR 14 POPE-LUDLAM 15 MILLER 16 17 City Clerk 18 The foregoing resolution is hereby approved this day 19 of 1993. 20 W.
