Synopsis of Previous Council action:
3-11-91 -- The Director of Public Works was directed to cause the installation of
certain improvements to various properties within the City if the owners did not
commence construction by January 25, 1991.
6-1-92 -- Approval of Plan No. 8690, approval and authorization granted to advertise
for bids.
8-3-92 -- Resolution No. 92-296 adopted awarding a contract to A.L. Chavez
Enterprises, Inc. , for the low bid price of $36,853.48.
Recommended motion:
That the public meeting, relative to confirmation of assessment roll for Fill-in
Street Improvements at 18 locations, 1990-03 Assessment,in accordance with Plan No.
8648, be closed; and the confirmation of the assessment roll be continued to the
public hearing at 10:00 a.m. , during the regular scheduled council meeting of May 10,
1993.

STAFF REPORT
A contract was awarded at the Council Meeting of August 3, 1992, for con-
struction of fill-in street improvements adjacent to 18 parcels, 1990-03
Assessments. All work under this contract was satisfactorily completed as
of 9-25-92.
The assessment roll must be confirmed and forwarded to the County Assessor
in order for the City to be reimbursed for the costs incurred for this
project.
The Ralph M. Brown Act was amended on January 1, 1993 to require that a
public meeting as well as a public hearing be held prior to any fees or
assessments being levied. The meeting and hearing can be held during
regular scheduled council meetings.
Notices were mailed on March 10, 1993 to the 18 affected property owners to
advise them that the public meeting relative to the assessments would be
held on the Council Meeting of March 22, 1993, and that the public hearing
will be held at the Council Meeting of May 3, 1993. A second notice will be
needed to inform the property owners that the public hearing has been
deferred to May 10, 1993.
