Description) Finance: Council Notes: 75-0262 Agenda Item No. CITY OF SAN BERNAR- 1NO - REQUEST FOP COUNCIL ACTION STAFF REPORT A request has been received from A & B Design Group, on behalf of Ralph Hoyte, requesting a waiver of the standard re- quirement to connect to the City sewer system for a parcel located at 880 Santa Fe Street (See attached letter - Exhibit "All ) . The parcel is approximately 0 . 59 acres in size., and is located south of Mill Street and east of Gifford Street (See attached location map - Exhibit "B" ) . The nearest available sewer main is approximately 1500 feet from the parcel (See Exhibit "C" ) . This sewer waiver request is being made in connection with an application for Conditional Use Permit No. 92-25 , to establish a towing impound yard at the site which will include construction of an 800 square foot office building and storage yard. Ordinance No. MC-663 provides that the Mayor and Common Council may waive the requirement to connect to the City' s sewer system for a Commercial/industrial development to be built on a lot larger than 1/2 acre and generate less than 200 gallons per day of domestic sewage based on 15 gallons per day per employee. The applicant has indicated that no more than three employees will be at the site at any one time; therefore, based upon the data submitted, we find that this project meets the :intent of Ordinance No. MC-663 as stated above. If approved, this waiver would not automatically grant the applicant permission to install a septic tank. An application for a septic tank will still have to be submitted to the Depart- ment of Planning and Building Services and will be subject to all applicable conditions. The ,$500. 00 administrative processing, fee has been paid by the applicant (Receipt No. 658154) . We recommend that the request for a waiver of the require- ment to connect to the City' s sewer system be approved. 3-08-93 75-0264 A & 9 DESIGN GROL P ARCHITECTURE PLANNING INTERIOR February 9 , 1993 Mr. Roger G. Iardgrave : We have a dilemma at this site and my Client (Ralph Hoyte ) intends to build a car impound on this site . There is no existing building on the site , but we are proposing a 800 SF Office Building with Storage Yard. In addition to this on, July 15 , 1992 , A & B Design Group had a preliminary meeting with Mr. Mike Grub. It was stated at that time that there were no available sewer lines on Santa Fe Street and the nearest available sewer line is 1300 to 1500 feet away from the property. At that time , Mike Grub, presented a package outlining the rt-:!qu:irements for Reimbursement of Extending the Sewer Lines over 300 feet which totaled twenty thousand dollars ( $20 , 000 ) . This a.:uount of money is going to create a :hardship upon my Ci :ielit available funds , even with the Reimbursement . We would _Like to propose that we install P. Septic Tank System, which my Client finds affordable . My Client is well aware that. this is only a temporary solution to the connection with the City ' s Main Sewer Line . As it stands the cost is too much for one person with limited funds . TL would be better if the cost were equally divided among the other businesses located in the area. We hope the City will understand our Client' s position and ;grant Mr,. Hoy to a waiver to connect to the City' s Sewer Sys-Lem and p�i rmi t him to install a Septic Tank System, subject to normal environmental review and approval process by the Department of Building and Safety.
