Synopsis of Previous Council Action: 06/16/14 The Mayor and Common Council approved Resolution No.2014-239 awarding a construction contract for the Project to All American Asphalt. 04/22/13 The Mayor and Common Council approved Resolution No. 2013-76, adopting the City's Final Budget Document for Fiscal Years 2012/13 and 2013/14. Background: On April 22, 2013, the Mayor and Common Council approved Resolution No. 2013-76, adopting the City's Final Budget Document for Fiscal Years 2012/13 and 2013/14, which included funding for the subject roadways. Staff combined four roadway segments (Mountain View Avenue, 46th Street, 48th Street and Belmont Avenue) into one capital improvement project. The project was bid and on June 16, 2014, Common Council awarded the construction contract to All American Asphalt of Corona California, for $544,500. The work was completed to the satisfaction of City Staff and accepted for Updated: 3/3/2016 by Georgeann "Gigi" Hanna C "� 't8 4321 maintenance in May 2015. All American Asphalt submitted its final invoice in the amount of$269,467 and current staff verified the accuracy of the invoice. Capital improvement projects by nature can be multi-year projects. Because the funds were not expended in Fiscal Year 2013-14, but rather the following fiscal year, an additional appropriation is necessary to finalize the project expenditures. This project is funded by Local Measure I revenues and monies are available in Measure I Fund Balance. This amendment to the Budget will not affect funding for any other project currently on the approved Measure I Five Year Plan. This construction contract combines four roadway segments (Mountain View Avenue, 46th Street, 48th Street and Belmont Avenue) into one project. This contract primarily provides for pavement rehabilitation on the four streets. a The work on these four roadways provides for and supports the health, welfare and safety of San Bernardino's residents, business owners and visitors by providing roadways that accommodate y the safe and efficient movement of goods and people. The project also provides curb access ramps and localized sidewalk repairs in accordance with the Americans with Disabilities Act U (ADA) at various locations on the subject roadways as required. In addition, the overall scope of work was a significantly increased during the design phase to address deficiencies in concrete sidewalks, _ curbs, and gutters as well as increased pavement distress that has occurred since the initial project budgets were established. Abutting property owners have been notified via letter about the proposed project; the work will be o coordinated so as to limit impacts to the residential properties and other facilities along these 2 �L four roadways. o L a CL The project includes placement of pavement reinforcing fabric beneath the asphalt concrete a pavement overlay on Belmont Avenue. This technology will help to reduce construction c duration and impacts by providing a roadway reflective crack stopping interlayer, delaying onset 3 of future pavement deterioration and thereby reducing future impacts to the residents and LL motorists using the roadway. On 48th Street, minor drainage improvements will improve the ride-ability of the roadway in the vicinity of Pershing Avenue, and a sidewalk along the south o side of 48th Street will provide improved access to students and their parents who walk to and y from Hillside Elementary School.
