Authorize receipt of funds from Authority for the Handicapped for roof repair and re-carpeting at the Center for Individual Development (CID). MOTION: That the Parks, Recreation and Community Services Department be authorized to receive $50,000 from the Authority for the Handicapped for roof repair and carpet replacement at the Center for Individual Development; and that the funds be placed in the Parks Construction Fund. 26. Resolution of the City of San Bernardino authorizing the execution of a memorandum of understanding with Highland Senior Center, Highland District Council on Aging, Inc., relating to a Nutrition for Seniors Program. Resolution of the City of San Bernardino authorizing the execution of an agreement for a year-round lunch program as an extension of the Summer Food Service Program with the San Bernardino City Unified School District relating to the delivery of Type A Lunches and Snacks to City's year-round lunch sites. Set public hearing - 10:00 a.m. on Monday, October 19, 1998 - Citizens' Option for Public Safety (COPS) 1998 grant. (See Attached) MOTION: That the Mayor and Common Council set a public hearing for 10:00 a.m., on Monday, October 19, 1998, to ratify the expenditure of the awarded Citizens' Option for Public Safety (COPS) 1998 funding. MOTION: That the recommendation of the Ways and Means Committee for funding in the amount of $32,251 to cover costs connected with the 1999 4th of July celebration at Seccombe Lake Park, be approved. Request for Civic and Promotional funding for the "Down Home Jazz Festival 1998" at the Franklin D. Roosevelt Bowl, Perris Hill Park, on October 17, 1998. Ordinance of the Mayor and Common Council of the City of San Bernardino amending Chapter 10.52 of the San Bernardino Municipal Code establishing a forty-five mile per hour speed limit on Del Rose Avenue between Marshall Boulevard and Thirty-Ninth Street. Appeal hearing - Conditional Use Permit No. 98-06 and Variance No. 98-02 - a proposal to establish an indoor storage facility in an existing 11,500 square foot building, and outdoor vehicle impound yard, and a request for variances for setbacks and fence/wall heights at 197 South "D" Street. Request/Location: The applicant requests approval to vary from Development Code standards as follows: 1) reduce the ten foot front and side street setbacks (along "D" and Athol Streets) to five feet and four feet; 2) reduce the ten foot interior side and rear setbacks to zero to accommodate the establishment of an outdoor vehicle impound yard (with a six foot screening wall along a portion of "D" Street; and 3) increase the maximum allowable fence and wall heights in the front and street side setbacks from six feet to eight feet (along "D" and Athol Streets). MOTION: That the Community Development Commission authorize a one year contract with First Federal Savings and Loan Association for a FHA Title I Rehabilitation Loan Program, as a component of the Community Development Block Grant funded Single Family Rehabilitation Loan Program. R53. Consolidated Plan Related Items - Projects 97-229 8v 98-219. (See Attached) (Cost - $63,100 from CDBG Fund.) MOTION: That the Mayor and Common Council authorize an increase to Purchase Order 13777 in the amount of $63,100 to cover change orders and integrated radio equipment. The amended not-to-exceed purchase order amount would increase to $1,965,000. R54. Authorize loan to San Bernardino Symphony Orchestra. (See Attached) (Cost -- $175,000 from Community Reinvestment Fund.) MOTION: That the Mayor and Common Council approve a loan to the San Bernardino Symphony Orchestra in the amount of$175,000 to be amortized over five (5) years. R55. Proposed reorganization of Economic Development Agency. (See Attached) Resolution of the Community Development Commission of the City of San Bernardino, California, approving amendments to Exhibit "A", Exhibit "B" and Section 32 of the Personnel Policies and Procedures for all employees of the City of San Bernardino Economic Development Agency. MOTION #1: That the Community Development Commission adopt the proposed organizational chart for the City of San Bernardino Economic Development Agency; and MOTION #2: That said resolution be adopted. R56. Mortgage Assistance Program (MAP) Proposal Changes. (See Attached) MOTION #1: That the Community Development Commission authorize the modification of the Mortgage Assistance Program guidelines to allow the Executive Director of the Economic Development Agency the authority to approve up to 20 percent in mortgage assistance when extenuating circumstances require; and MOTION #2: That the Community Development Commission authorize the reimbursement of up to $18,000 to Alvarez and Associates for costs associated with rehabilitation of four properties formerly owned by Housing Solutions, Inc. R57. Modification of the Rehabilitation Loan Policies and Procedures Manual for the Single Family Rehabilitation Loan Program. (See Attached) MOTION: That the Community Development Commission approve the modifications to the Rehabilitation Loan Policies and Procedures Manual related to restructuring loans. 58. Adjournment. Said total period for public comments shall not exceed forty-five (45) minutes, unless such time limit is extended by the Mayor and Common Council/Community Development Commission. A three minute limitation shall apply to each member of the public, unless such time limit is extended by the Mayor and Common Council/Community Development Commission. No member of the public shall be permitted to "share" his/her three minutes with any other member of the public. The Mayor and Common Council/Community Development Commission may refer any item raised by the public to staff, or to any commission, board, bureau, or committee for appropriate action or have the item placed on the next agenda of the Mayor and Common Council/Community Development Commission. However, no other action shall be taken nor discussion held by the Mayor and Common Council/Community Development Commission on any item which does not appear on the agenda unless the action is otherwise authorized in accordance with the provisions of subdivision (b) of Section 54954.2 of the Government Code.
