Appointment - Council Member Estrada - San Bernardino International Airport Authority - Mayor Valles. (See Attached) MOTION: That the appointment of Council Member Estrada to the San Bernardino International Airport Authority, as requested by Mayor Valles, be approved. 3. Presentations: A. Service Pin Award Ceremony. 4. Announcements by Mayor and Common Council. CONSENT CALENDAR MOTION: That the motions indicated by consent calendar items 5 through 17, be adopted except for , and . 5. Waive full reading of resolutions and ordinances. MOTION: That full reading of the resolutions and ordinances on the regular, supplemental and addendum to the supplemental agendas of the Mayor and Common Council/Community Development Commission be waived. 6. Claims and Payroll. (See Attached) MOTION: That the claims and payroll and the authorization to issue warrants as listed on the memorandum dated July 13, 1999, from Barbara Pachon, Director of Finance, be approved. 3 7/19/1999 7. Personnel Actions. (See Attached) MOTION: That the personnel actions as submitted by the Chief Examiner, dated July 13, 1999, in accordance with Civil Service rules and Personnel policies adopted by the Mayor and Common Council of the City of San Bernardino, be approved and ratified. City Administrators' Office 8. Resolution of the Mayor and Common Council of the City of San Bernardino authorizing an agreement with the City of San Bernardino and Western Regional Little League Baseball for financial assistance from the Civic and Promotion Fund for FY 1999/00. (See Attached) (Cost to the City - $18,000 [$5,000 in direct funding and $13,000 in indirect funding] from the General Fund.) MOTION#1 : That said resolution be adopted; and MOTION #2: That direct funding from the FY 1999/00 Civic and Promotion fund in the amount of $5,000 and indirect funding from departmental costs in an amount not to exceed $13,000 be authorized to assist the San Bernardino Western Regional Little League in the 1999/00 season. 9. Set public hearing - 10:00 a.m., Monday, August 2, 1999 - to consider a resolution concerning holding periods for animals impounded by the City. (See Attached) MOTION: That a public hearing be set for August 2, 1999 at 10:00 a.m., in the Council Chambers. City Attorney's Office 10. Ordinance of the City of San Bernardino repealing Chapter 5.12 of the San Bernardino Municipal Code relating to entertainment- dances and adding Chapter 5.14 to the San Bernardino Municipal Code relating to entertainment-dances and adult entertainment. FINAL READING (Backup material was distributed on July 12, 1999, Item No. 3.) MOTION: That said ordinance be adopted. 4 7/19/1999 Replacement Page Development Services 11. Resolution of the City of San Bernardino declaring its intention to order the vacation of that certain east/west alley lying north of Baseline Street between Mountain View Avenue and Genevieve Street and reserving a public utility easement. (See Attached) (No cost to the City -- $1,000 fee paid by petitioner.) Ward 2 MOTION: That said resolution be adopted. 12. Resolution of the Mayor and Common Council of the City of San Bernardino awarding a contract to Valley Slurry Seal Co., Inc., for slurry sealing of various streets, Phase VII per Plan No. 9964, Areas "A" and "J". (See Attached) (Cost to the City -- $612,000 [$473,991 from the Gas Tax Fund, and $138,009 from the Ya Cent Sales and Road Tax Fund.) Wards 3 & 5 MOTION: That said resolution be adopted. 13. Authorize initiation of a Development Code Amendment - Flood Plain Overlay District. (See Attached) (Cost to the City -- $2,000 from the General Fund.) All Wards MOTION: That the Planning Division be directed to prepare an amendment to the Development Code pertaining to the Flood Plain Overlay District. Facilities Management 14. Resolution of the Mayor and Common Council of San Bernardino awarding a contract to Slater Waterproofing, Inc., for spalling concrete repairs to the 5th level of City Hall parking structure. (See Attached) (Cost to the City -- $42,873 from CDBG Funding.) (Resolution not available at time of printing.) Ward 1 MOTION: That said resolution be adopted. 15. Resolution of the Mayor and Common Council of San Bernardino awarding a contract to Amtech Elevator Services for the ADA modernization of elevators #4 and #5 at the City Hall parking structure. (See Attached) (Cost to the City -- $82,365 from CDBG Funding.) (Resolution not available at time of printing.) Ward 1 MOTION: That said resolution be adopted. 5 7/19/1999 Human Resources 16. Resolution of the Mayor and Common Council of the City of San Bernardino expressing its intention to approve an amendment to the contract between the Board of Administration of the Public Employees' Retirement System and the City of San Bernardino. (See Attached) (No cost to the City.) MOTION: That said resolution be adopted. Parks, Recreation & Community Services 17. Resolution of the City of San Bernardino authorizing the Director of Parks, Recreation and Community Services Department to execute Amendment No. 1 to the contract between the City and San Bernardino County Department of Aging and Adult Services relating to the provision of funding for the Senior Nutrition Program to extend the term of the contract for an additional one year period. (See Attached) (Senior Nutrition Grant is $330,053; of that amount, cost to the City is $27,942 in required in-kind matching contribution from the General Fund, provided through the operation of the City's Senior Centers.) Wards 1, 2, 3 & 6 MOTION: That said resolution be adopted. (See Attached) Resolution of the City of San Bernardino imposing liens on certain parcels of real property located within the City of San Bernardino for uncollected business registration fees. Ordinance of the City of San Bernardino repealing Chapter 5.12 of the San Bernardino Municipal Code relating to entertainment- dances and adding Chapter 5.14 to the San Bernardino Municipal Code relating to entertainment-dances and adult entertainment and declaring the urgency thereof. Resolution of the Mayor and Common Council of the City of San Bernardino adopting the 1999/2000 to 2003/2004 Capital Improvement Program. Authorize execution of Contract Change Order No. 3 - street improvements on Mill Street between Lena Road and Tippecanoe Avenue per Plan No. 9487 - CDE Resources, Inc. (See Attached) (Cost to the City -- $12,178.67 from the Street Construction Fund.) Ward 1 MOTION: That Contract Change Order No. Three to the contract with CDE Resources, Inc., be approved for the removal of three drainage swales located on the southwest corner of Mill Street and Tippecanoe Avenue, and install parkway culverts in their place on a time and material basis for a total cost of $12,178.67, increasing the contract total from $691,818.74 to $703,997.41. 23. Ordinance of the City of San Bernardino amending and repealing various Sections of Chapter 15.12 of the San Bernardino Municipal Code relating to earthquake hazard reduction in existing buildings. FIRST READING (May 17, 1999 backup material was distributed as Item No. 23; June 7, 1999, Item No. 9, ordinance was laid over for final adoption; June 21, 1999, Item No. 35, item continued to July 6, 1999; July 6, Item No. 24, new ordinance title presented and continued to July 19, 1999.) MOTION: That said ordinance be laid over for final adoption. 8 7/19/1999 Fire CONTINUED FROM July 6, 1999 25. Resolution of the City of San Bernardino approving a contract between the San Bernardino City Fire Department and American Medical Response relating to a 180-day pilot program to assess enhanced pre-hospital paramedic services. (Backup material was distributed on April 19, 1999, Item No. 27; and was continued to May 17, 1999, Item No. 29; continued to June 7, 1999, Item No 27; continued to June 21, 1999, Item No. 37; continued to July 6, 1999, Item No. 25.) MOTION #1: That said resolution be adopted. MOTION #2: That the Director of Finance be directed to amend the FY 1999-2000 budget to reflect, a) the cost of reclassifying three firefighters to paramedic positions for a six-month cost of $19,284, and b) reflect the corresponding revenue reimbursement of $19,284 to be received from American Medical Response. PRESENT: ABSENT: TO BE HEARD AT 2:00 P.M. R26. Public hearing - Arrow Vista Disposition. (See Attached) Ward 6 Mayor to open the hearing . . . A. A Resolution of the Community Development Commission of the City of San Bernardino approving the disposition of certain lands by the Redevelopment Agency of the City of San Bernardino to Century Crowell Communities, L.P., on the terms set forth in a Disposition and Development Agreement (Century Crowell Communities). B. A Resolution of the Mayor and Common Council of the City of San Bernardino acknowledging receipt of a report relating to the proposed disposition of certain lands submitted by the Redevelopment Agency of the City of San Bernardino and authorizing the sale of property on the terms set forth in a Disposition and Development Agreement (Century Crowell Communities). MOTION: That the hearing be closed; and that said resolutions, A & B, be adopted. R27. Resolution of the Community Development Commission of the City of San Bernardino approving and authorizing the Executive Director of the Redevelopment Agency (the "Agency") to execute a property owner Redevelopment Agreement by and between the Agency and Bobbitt Memorial Chapel. PUBLIC COMMENTS ON ITEMS NOT ON THE AGENDA: A three- minute limitation shall apply to each member of the public who wishes to address the Mayor and Common Council/Community Development Commission on a matter not on the agenda. No member of the public shall be permitted to "share" his/her three minutes with any other member of the public. (Usually any items heard under this heading are referred to staff for further study, research, completion and/or future Council/Commission action.) 29. Adjournment. MOTION: That the meeting be adjourned. NOTE: The next joint regular meeting is scheduled for 8:00 a.m., Monday, August 2, 1999, in the Council Chambers of City Hall, 300 North "D" Street, San Bernardino, California. 11 7/19/1999 NOTICE: Any member of the public may address this meeting of the Mayor and Common Council/Community Development Commission on any item appearing on the agenda by approaching the microphone in the Council Chambers when the item about which the member desires to speak is called and by asking to be recognized. Any member of the public desiring to speak to the Mayor and Common Council/Community Development Commission concerning any matter not on the agenda but which is within the subject matter jurisdiction of the Mayor and Common Council/Community Development Commission, may address the body at the end of the meeting, during the period reserved for public comments. Said total period for public comments shall not exceed forty-five (45) minutes, unless such time limit is extended by the Mayor and Common Council/Community Development Commission. A three minute limitation shall apply to each member of the public, unless such time limit is extended by the Mayor and Common Council/Community Development Commission. No member of the public shall be permitted to "share" his/her three minutes with any other member of the public. The Mayor and Common Council/Community Development Commission may refer any item raised by the public to staff, or to any commission, board, bureau, or committee for appropriate action or have the item placed on the next agenda of the Mayor and Common Council/Community Development Commission. However, no other action shall be taken nor discussion held by the Mayor and Common Council/Community Development Commission on any item which does not appear on the agenda unless the action is otherwise authorized in accordance with the provisions of subdivision (b) of Section 54954.2 of the Government Code.
