Resolution of the City of San Bernardino establishing and setting fair market value and sales price of $1,500.00 and declaring the intention of the City to sell property located north of Mill Street, east of I-215 Freeway and west of "G" Street in the City of San Bernardino, to All-Pro Broadcasting, Incorporated and setting a public hearing to consider said sale. (See Attached) (Anticipated revenue to the City -- $1,500) Ward 3 Note: Resolution sets a public hearing for 10:00 a.m., July 6, 1999. MOTION: That the Director of Development Services and City Clerk be authorized to proceed with the sale of City owned property located north of Mill Street, east of I- 215 Freeway and west of "G" Street; and that said resolution be adopted. 13. Resolution of the City of San Bernardino authorizing the execution of a first amendment to a lease with California Golf Holdings, LLC, a California Limited Liability Company, relating to certain property located 290.00 feet north of the northwest corner of Highland Avenue and Orange Street. (See Attached) (No cost to the City.) Ward 4 MOTION: That said resolution be adopted. 14. Resolution of the City of San Bernardino awarding a contract to California Commercial Pools, Inc., for the renovation of Nunez municipal pool located at 1717 West Fifth Street per Plan No. 9943. (See Attached) (Cost to the City - $534,000 [$466,000 from CDBG Funds, and $68,000 from the 1999/2000 Parks Construction Budget.) (Resolution not available at time of printing.) Resolution of the City of San Bernardino awarding a contract to Malton Construction for the replacement of restroom building at 9th Street Park located at 1201 W. 9th Street per Plan 9942. Resolution of the City of San Bernardino providing authorization to execute an agreement with the City of Colton and the Rialto Unified School District for the installation of a traffic signal at the intersection of Pepper Avenue and Randall Avenue. (Cost to the City -- $35,333.33 from the Fiscal Year 1999/2000 Traffic Systems Construction Fund.) (Resolution not available at time of printing.) Ward 3 MOTION: That said resolution be adopted. 17. Resolution of the City of San Bernardino approving the Final Map for Subdivision Tract No. 15759 located approximately 500 feet north of Kendall Drive, south side of Irvington Avenue and west side of Old Pine Avenue, accepting the public dedications as set forth on said map; and authorizing execution of the standard form of agreement for the improvements in said subdivision, with time for performance specified. Authorize advertisement for bids - installation of traffic signal at intersection of Richardson Street and San Bernardino Avenue per Plan No. 9938. (Cost to the City -- $167,000 [$123,000 from the Traffic Systems Construction Fund, and $44,000 from the YYa Cent Sales and Road Tax Fund.]) Ward 1 MOTION: That Plan No. 9938, for the installation of a traffic signal at the intersection of Richardson Street and San Bernardino Avenue, be approved; and that the Director of Development Services be authorized to advertise for bids. Human Resources 19. Resolution of the City of San Bernardino implementing a Memorandum of Understanding between the City of San Bernardino and employees in the Fire Safety Employees' Bargaining Unit of the City of San Bernardino represented by San Bernardino City Professional Firefighters, Local 891. Resolution of the City of San Bernardino implementing a Memorandum of Understanding between the City of San Bernardino and employees in the Police Safety Employees' Bargaining Unit of the City of San Bernardino represented by San Bernardino Police Officers' Association (SBPOA). (See Attached) (Resolution not available at time of printing.) MOTION: That said resolution be adopted. 21. Resolution of the City of San Bernardino authorizing the execution of an agreement with AON Risk Services to provide property insurance brokerage services for a period of one year. (See Attached) (Cost to the City -- $169,796 from the Liability Insurance Fund.) MOTION: That the extension of the contract with AON Risk Services for a period of one year and the City's property insurance coverage at a cost of $169,796 for the 1999-2000 policy period be authorized; and that said resolution be adopted. Parks, Recreation and Community Services 22. Resolution of the City of San Bernardino authorizing the Director of Parks, Recreation and Community Services Department to execute an agreement with the San Bernardino City Unified School District to furnish food service for the City's Summer Lunch Program. Authorize establishment of an open purchase order in the amount of $40,000 with Merit Day Foods for the purchase of raw food products for the Senior Nutrition Program for Fiscal Year 1999/2000. MOTION: That the Parks, Recreation and Community Services Department be authorized to establish an open purchase order in the amount of $40,000 with Merit Day Foods for the purchase of raw food products for the City of San Bernardino Senior Nutrition Program; and that the City Purchasing Manager be directed to issue the purchase order for same. END OF CONSENT CALENDAR STAFF REPORTS City Clerk 24. Request for proposed Charter Amendment relative to options for municipal election dates. (See Attached) (Estimated potential savings: $65,000 - $85,000.) All Wards MOTION: That the City Attorney be directed to prepare a proposed Charter Amendment to be placed on the November 2, 1999 ballot that would amend Sections 10 and 14 of the Charter and incorporate the following points: • Give the City the option to request that a general (runoff) election be consolidated with the County if an election should fall within 60 days of a County- conducted election. • Elected officers' terms of office remain the same of those elected in the primary election, i.e., candidates who win in the primary will assume office on the first Monday in March of the following even numbered year. • If a general (runoff) election is required, the winner of that election will assume office on the first Monday in April of the following even numbered year. 12 6/7/1999 City Attorney 25. MOTION: That the Development Services Director be directed to prepare a Development Code Amendment to allow multi-service uses, including convenience stores without alcohol. CONTINUED FROM MAY 17, 1999 Fire 27. Request authorization to enter into a 180-day pilot program - American Medical Response and City Fire Department - for enhanced pre-hospital paramedic service. PRESENT: ABSENT: R30. Resolution of the Community Development Commission of the City of San Bernardino approving and authorizing the Executive Director of the Redevelopment Agency (the "Agency") to execute a Release Affecting Real Property in the Tri-City/Southeast Industrial Park areas. (See Attached) (Resolution not available at time of printing.) Ward 1 MOTION: That said resolution be adopted. R31. Resolution of the Community Development Commission of the City of San Bernardino approving and authorizing the Executive Director of the Redevelopment Agency (the "Agency") to execute an amendment to Property Management Agreement between the Agency and the U.S. Department of Commerce, Economic Development Administration for the Public Enterprise Center. (See Attached) Ward 6 MOTION: That said resolution be adopted. 15 6/7/1999 32. PUBLIC COMMENTS ON ITEMS NOT ON THE AGENDA: A three- minute limitation shall apply to each member of the public who wishes to address the Mayor and Common Council/Community Development Commission on a matter not on the agenda. No member of the public shall be permitted to "share" his/her three minutes with any other member of the public. (Usually any items heard under this heading are referred to staff for further study, research, completion and/or future Council/Commission action.) 33. Adjournment. MOTION: That the meeting be adjourned to 4:00 p.m., Wednesday, June 9, 1999, in the Economic Development Agency Board Room, 201 North "E" Street Street, San Bernardino. 16 6/7/1999 NOTICE: Any member of the public may address this meeting of the Mayor and Common Council/Community Development Commission on any item appearing on the agenda by approaching the microphone in the Council Chambers when the item about which the member desires to speak is called and by asking to be recognized. Any member of the public desiring to speak to the Mayor and Common Council/Community Development Commission concerning any matter not on the agenda but which is within the subject matter jurisdiction of the Mayor and Common Council/Community Development Commission, may address the body at the end of the meeting, during the period reserved for public comments. Said total period for public comments shall not exceed forty-five (45) minutes, unless such time limit is extended by the Mayor and Common Council/Community Development Commission. A three minute limitation shall apply to each member of the public, unless such time limit is extended by the Mayor and Common Council/Community Development Commission. No member of the public shall be permitted to "share" his/her three minutes with any other member of the public. The Mayor and Common Council/Community Development Commission may refer any item raised by the public to staff, or to any commission, board, bureau, or committee for appropriate action or have the item placed on the next agenda of the Mayor and Common Council/Community Development Commission. However, no other action shall be taken nor discussion held by the Mayor and Common Council/Community Development Commission on any item which does not appear on the agenda unless the action is otherwise authorized in accordance with the provisions of subdivision (b) of Section 54954.2 of the Government Code.
