SHARER Subject: CIVIC CENTER PARKING FIVE (5) LEVEL PARKING STRUCTURE Dept: Facilities Management Date: April 26, 1995 Synopsis of Previous Council action: On December 05, 1994, Mayor and Common Council passed a resolution to enter into an agreement with Envest for Energy Conservation and Lighting Upgrades. The total value is $1.2 million and a portion of the project being the five (5) level parking structure. Recommended motion: (Mayor and Common Council) MOTION: 1 That the Mayor and Common Council authorize staff to provide $40,000 of in-kind services in order to accomplish the power blasting, cleaning and waterproofing of the 5th level of the Civic Center Five Level Parking Structure, and to direct staff to proceed with a request for proposals for expansion joint improvement of the 5th level. It was determined, despite the current 50 year lease requiring City maintenance, that if the Agency can provide material funds of $40,000, then the City will be able to coordinate the 5th level improvement project with matching funds of labor and equipment. Spalling (concrete cracking) , expansion joint replacement and water proofing of the 5th level is a main concern; these preventative improvements will reduce degradation on the other levels. City and Agency Staff shall continue to search for additional funds to improve other areas within the structure. BACKGROUND: The parking structure was built in the early seventies under the standards at that time. In September, 1972, the Agency leased the parking facility to the City and the 50 year lease requires the City, among other requirements, to maintain insurance, the parking facility and all appurtenances thereto. The City has made approximately $25,000 in improvements following the Big Bear/Landers earthquake of 1992 and in March, 1994, an inter-agency agreement was established between the City and Agency that transfers approximately $60,000 annually from the Agency to the City for sweeping, building maintenance and electrical support, custodial support and materials, and landscaping. Staff is currently researching other areas of available funds such as state and federal grants to continue to make improvements to the parking structure. ANALYSIS: The expansion joint replacement, spalling (concrete crack) repairs and water proofing of the top deck should improve the life of the structure, its appearance, and comfort to facility users. The expansion joint and material plates will be replaced with a honeycomb style joint currently used throughout the City. It is expected that this will upgrade the existing joint and with new water proofing will reduce the transfer of water from the 5th level to other levels.
