STAFF REPORT
Subject: Comprehensive Airport Land Use Planning
Mayor and Common Council Meeting of May 1, 1995
BACKGROUND
In November 1993, the Mayor and Common Council, in conjunction with
the County and other municipalities, adopted a resolution
withdrawing from the Airport Land Use Commission (ALUC) .
AB 2831, which became effective on January 1, 1995, requires the
establishment of an airport land use commission (ALUC) or the
adoption of an alternative process whereby a commission need not be
formed. To proceed with the alternative process, the City must
make findings that proper land use planning can be accomplished
through the preparation of a comprehensive airport land use plan
(CALUP) . In addition, the City is required to adopt processes
which will ensure the preparation of the CALUP, notification of the
public, landowners and agencies, the mediation of disputes, and
amendments to the General Plan for consistency.
The findings and processes must be approved by the Division of
Aeronautics through a determination that a CALUP will be prepared
in a reasonable period of time, consistent with the Airport Land
Use Planning Handbook, with opportunities for public input.
If the City, in conjunction with the County of San Bernardino, does
not adopt the alternative process, acceptable to the Division of
Aeronautics, the City will still be required to prepare a CALUP and
the County will be required to establish an ALUC. Both would occur
prior to the preparation of the CALUP through the alternative
process.
CONCLUSION
Staff feels that proper land use planning can occur without the
establishment of an ALUC, and is occurring in conjunction with the
San Bernardino International Airport Authority (SBIAA) and the
Inland Valley Development Agency (IVDA) through current planning
efforts. Many of the criteria in a CALUP already exist, and staff
will prepare General Plan and Development Code Amendments at the
appropriate time to incorporate the requirements.
RECOMMENDATION
Staff recommends that the Mayor and Common Council adopt the
resolution determining that proper land use planning can occur
consistent with the requirements of a comprehensive airport land
use plan, without the establishment of an ALUC.
