Description) Finance: Council Notes: 75-0262 Agenda Item No 30 1 RESOLUTION NO. 2 RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AMENDING RESOLUTION NO. 94-46 AS AMENDED BY 3 RESOLUTION NO. 95-27 TO LIMIT THE SPEAKING TIME OF COUNCIL MEMBERS TO 3 MINUTES UNTIL THE MAYOR AND ALL OTHER COUNCIL MEMBERS HAVE 4 HAD AN OPPORTUNITY TO SPEAK 5 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: 6 SECTION 1. Section 15 is hereby added to Resolution No. 94- 7 46 as previously amended by Resolution No. 95-27, to read as 8 follows: 9 "15. Neither the Mayor nor any Councilmember may 10 speak longer than three minutes on any item on the 11 agenda until the Mayor and each other Councilmember 12 shall have first had an opportunity to speak on that 13 item for three minutes. Subsequent opportunities to 14 speak shall also be limited to three minutes unless by 15 unanimous consent of the Councilmembers present, such 16 subsequent three minute speaking limit is waived.
