It was assumed that the funds would be local, such as 1/2-Cent Arterial Funds. An agreement was entered into with DMJM, to provide the professional design services. This agreement stipulates that the project is to be designed in accordance with Caltrans' Standard Specifications and Drawings. A determination was later made by SANBAG that Federal-Aid STP Funds would be provided to finance 88% of the construction costs. The 12% local share is being provided by IVDA. Approval of the plans by Caltrans is a requirement when- ever Federal-Aid Funds are being used to finance a project. Caltrans has certain procedures that must be complied with, in order to secure their approval. One of the procedures is that an independent check be made by a Professional Structural Engineer of the calculations for a bridge. Request for Letters of Interest were accordingly sent to about 31 Civil Engineering firms in this area. Nine (9) Letters of Interest were received in response to this request. All 9 letters were reviewed, and the following five (5) firms were selected to receive Requests for Proposals: 1 . McDaniel Engineering Company 2. Martin & Cain Consulting Engineers 3. Boyle Engineering Corporation 4 . Holmes & Narver 5. ASL Consulting Engineers The firm of Holmes & Narver withdraw, due to increased workload. Interviews were conducted with the remaining four (4) firms on 3-14-95, by a panel comprised of the following: Ray Salvador - Mayor Office Ed Norton - IVDA Gene Klatt - Public Works Jarb Thaipejr - Public Works Roger Hardgrave Public Works The firm of McDaniel Engineering Company was selected as being the best qualified to provide the required services at this time. 3-15-95 75-0264
