As a previous recipient of a C-CAP grant, we are now eligible to apply for additional grant funding as we have not received C-CAP funding within the last three years and have maintained a fully functioning Crime Analysis Unit during the non- funded period. Applications must be received by OCJP by 5 : 00 pm on April 28 , 1995 . The C-CAP grant will be for a three year funding cycle; however, funding for year two and year three is contingent on grant performance and compliance with grant requirements . The first year grant period will begin on July 1, 1995 and end on June 30, 1996 . The 36-month cycle consists of 12 months of Crime Analysis, 12 months of integration of C-CAP components, and 12 months of concurrent managing patrol operations and managing criminal investigations . OCJP will determine the level of funding by taking into consideration the amount of funds available, programmatic needs, and the reasonableness of the submitted budget . The maximum funding amount is based on population; the Police Department is in Category 3 which includes grants to agencies serving a residential population of 100, 000 and above. The three year grant and mandatory city match amounts are as follows : Year Grant Funds City Match Proiect Total 1 $151, 200 $ 7, 958 (5%) $159, 158 2 211, 200 23,468 (10%) 234, 668 3 124 , 800 22, 024 (15%) 146 , 824 TOTAL $487,200 $53,450 $540, 650 The funds for the first year grant period will be used to provide additional staffing and equipment for the Crime Analysis Unit (CAU) to enhance their ability to identify and track career criminals . C-CAP program funding is not to be used to subsidize existing and mandated law enforcement services or previously funded OCJP activities. Over the three year grant period, the Department is proposing to develop and place in operation an automated career criminal arrest system that aggressively identifies and tracks criminals who live and commit crimes in San Bernardino. The additional CAU personnel will be visiting State Parole, County Probation, County Jail and local arresting agencies to collect criminal related data utilizing lap top computers that can be downloaded into existing networked CAU Pentium personal computers (PC) . Additional criminal data will be collected in a similar manner by the Department' s permits clerk who processes sex offense and narcotics registrants . Portable PC' s will be purchased for investigators and police officers for in-field follow up investigations of serious crimes . officers will have the immediate ability to use suspect information received from victims or witnesses to search against any stored data field to develop a "photo line up" of stored digital images to show. Positive identifications will lead to the subsequent search for and arrest of the suspect . The Department will realize an increase in the number of career criminals arrested and returned to state prison. 75-0264
