STAFF REPORT
Construction of a box culvert on Foothill Drive, at
Little Sand Creek, was included in the adopted 1993/94 - 1997/98
Capital Improvement Program, under the 1993/94 Fiscal Year.
Funding was listed as Federal-Aid STP Funds, but none were
actually made available.
The box culvert on Foothill Drive is listed under the
Fiscal Year, in the proposed 1994/94 - 1998/99 Capital Improve-
ment Program.
The San Bernardino County Flood Control District has a
project to improve their Lemon Debris Basin on Little Sand Creek,
south of Foothill Drive. Certain improvements will have to be
constructed in order to convey storm water from the dip across
Foothill Drive into Lemon Basin.
The District has proposed that a box culvert be
constructed to replace the existing dip on Foothill Drive. Con-
struction of a box culvert will obviate the need to construct the
improvements to convey water into Lemon Basin. Under the
District' s proposal , the construction cost will be borne equally
by the County and City. All costs for preliminary and construc-
tion engineering are being financed by the County.
The District has prepared a rough estimate of $152 ,400
for the construction cost, which will place the City' s share at
$76 , 200 .
We feel that this proposal is advantageous to the City,
and recommend that it be accepted.
A Cooperative Agreement has been prepared by the County,
to stipulate the duties and responsibilities of each party. The
proposed Agreement provides, in general, that the County . will
proceed to construct the box culvert, as a part of their larger
Lemon Basin Project, and bill the City for 1/2 of the construc-
tion cost after the project is completed.
It is recommended that the transfer of $76 , 200 , from the
Unappropriated Reserve in the Gas Tax Fund (126) , to Account No.
242-362-5504-7701 , "Box Culvert on Foothill Drive @ Little Sand
Creek, " be approved; in order to provide sufficient funding for
the City' s share of the project cost.
