Recommended motion: That the 9/80 work plan for City Hall and participating Departments be authorized to begin effective January 31, 1994, per the attached staff report and Exhibits A and B. Description) Finance: Council Notes: 7s-n?62 Anenrin Itam Nn 11,3 CITY OF SAN BERNA ;DINO - REQUEST F(O COUNCIL ACTION STAFF REPORT The City Team held meet and confer sessions on alternate work schedules with the General, Mid-Management and Management/Confidential employees on November 8 and November 17, 1993. On November 17, 1993, the City Team reached agreement with the bargaining units on the attached proposal (Exhibit A), subject to approval by the Mayor and Common Council. Exhibit B is a 1994 schedule highlighting the Fridays City Hall will be closed, if implementation of a 9/80 plan for City Hall begins on January 31, 1994, the recommended target date. Exhibit Cis a survey of Work Week Plans in other agencies. Exhibit A - City Team Proposal Exhibit B - Proposed 1994 9/80 Schedule Exhibit C - Work Week Plans - Other Agencies AGENDA:9 180.WORK.WEEK 2of8 -0264 Exhibit A CITY TEAM PROPOSAL Synchronized 9/80 Plan for City Hall Work Hours • City Hall would have a synchronized 9/80 schedule, whereby affected employees will work 80 hours in a two-week period: -- Operating hours of 7:30 AM - 5:30 PM, Monday through Thursday -- Close earlier (4:30 PM) on the Friday City Hall is open Target Date • Begin implementation on or about 1/31/94 (target date), to allow time to notify the public of City Hall closure dates. Holiday Hours • Employees will have 104 holiday hours/year. • Each January 15th, Finance will place 16 hours of floating holiday time in a holiday bank for each employee of the General, Mid-Management, and Management/Confidential Units. On City-designated holidays, new employees with less than six (6) months of continuous, full-time service will be able to "draw down" one (1) hour of holiday bank time. Holiday bank hours will not be elective for use as a day off, until the employee has completed six (6) months of continuous, full-time service with the City. Holiday bank time will not be paid to an employee who separates from the City prior to six (6) months of service. All employees, except police and fire employees, will be allowed to accrue and carry over up to 16 hours of holiday bank time each calendar year. During the calendar year, the holiday bank may exceed 16 hours, but if more than 16 hours remains in the bank on December 31st, it will be lost. Police and fire employees are addressed separately in the current MOU's and will continue to follow those procedures. At no time will an employee's holiday bank be allowed to have a negative balance. Accrued holiday bank balances will be paid off upon separation from the City, except as noted above. 3 of 8 • If a City-designated holiday falls on a scheduled day off on an alternate work week plan, then those holiday hours will be added to the employee's holiday bank during the payroll period in which the holiday occurs. One (1) holiday is equivalent to eight (8) hours. The respective MOU's and resolutions will apply to employees who work on City-designated holidays and who work overtime. Security Issues • The Police Department will hold workshops for employees on developing personal safety plans. These sessions will address employees' concerns on working one (1) hour later from 4:30 to 5:30 PM, especially during the Pacific Standard Time months of October through April. Additionally, the workshops will assist employees with improving personal safety at all times of the workday and outside of the workplace. The City will ask the Police Department and EDA to assign extra patrol and security to the City Hall parking structure and to other City locations between 4:30 and 5:30 PM, when and if feasible. Notification • The Director of Personnel will notify the appropriate bargaining unit when a Department or Division regularly assigns employees to work on the Friday City Hall is normally closed, as related to the 9/80 work plan. • The Director of Personnel will notify the appropriate bargaining unit if any Department of Division will implement a work schedule other than the 9/80 or currently existing 4/10 or modified schedules. • The affected bargaining unit reserves the right to meet and confer on the above two items, as necessary. Evaluation • The City reserves the right to evaluate the program after one (1) year and to determine whether the program will continue. The City and the bargaining units have a mutual obligation to meet and confer on changes to the program upon ten working days' notice.
