Synopsis of Previous Council Action:
None
Background:
The Public Works Department received a request to evaluate the parking situation along
4th Street between "F" Street and "E" Street, and the City owned parking lot leased to
Regal Movie Theater for use by theater patrons.
The theater manager has expressed frustration and sought city assistance, over what
appears to be the use of the theater parking lot and adjacent street parking for all day
employee parking from nearby offices. Existing parking conditions on 4th Street
between "E" Street and "F" Street has no time limit. While the Caltrans District 8
Director has tried to help by notifying Caltrans employees to not park at those locations,
the problem continues.
Staff recommends the implementation of three hour parking limit on the north side of 4th
Street between "E" Street and "F" Street, and eliminating existing "no parking zone"
along the south side, as shown in the attached sketch, to better serve the parking
demand in this area.
In addition, staff is exploring diagonal parking option along the south side of street. If
feasible, staff will install proper stalls and signage marking the limits of diagonal parking.
