Recommended motion: That closure of City Hall during the Christmas holidays be authorized per the attached document from Barbara Dillon, Director of Personnel . Description) Finance: Council Notes: 75-0262 Agenda Item No. 0 CITY TEAM PROPOSAL HOLIDAY CLOSIIRB Proposal The plan would be as follows: Trade the Christmas Eve holiday from 12/23/93 to 12/27/93 . That leaves two days during the week of 12/27/93 (Tuesday, 12/28/93 and Wednesday, 12/29/93) when employees would have to take off 2 floating holidays, 2 vacations days or other approved leave, such as voluntary time off. If this plan were implemented, employees working in City Hall and in other participating departments would have time off from Friday, 12/24/93 to the time they return to work on Monday, 1/3/94 , using only two days of leave as described above. The City will permit those employees who have insufficient holiday and vacation leave balances to have a negative leave balance, and to receive pay for December 28 and 29, 1993, provided that these employees sign a document agreeing to repay the City for the amount of the negative balance, in the event they separate prior to accruing their balances. The City analyzed the number of employees who are newly hired through the month of October 1993 and who do not yet have six (6) months of continuous, full-time service with the City, as is required to use Floating Holidays. a. The General Unit has 11 new employees, hired through the end of October 1993 , who do not yet have six (6) months of full-time continuous service. The number of new employees in the General Unit will increase during the months of November and December (estimate of 3-4 per month) . b• The Mid-Management Unit has -0- new employees, hired through the end of October 1993 , who will be affected. C. The Management-Confidential Unit has -0- new employees, hired through the end of October 1993 , who will be affected. 2 . The bargaining units are also concerned about longer-term employees who have insufficient leave balances, to cover the sixteen (16)' hours on December 28 and December 29, 1993 . This year only, employees with over one year of service will be allowed to have a negative balance to cover the 2 days. The City Team pointed out that even employees with -0- vacation hours on the books as of the end of October 1993 , would accrue the following hours over the next four (4) pay periods during November and December, 1993: Completed Years of Rate of Accrual Total Accruals Continuous Service Per Pay Period 4 Pay Periods 1 year 3 . 333 hours 13 . 332 5 years 5. 0 hours 20. 0 15 years 6. 667 hours 26. 668 20 years 8. 33 hours 33 . 32 3 . Paychecks will be distributed to City employees on December 23, 1993 . The Finance Department will call the credit union and the Vanir Tower Branch of First Interstate Bank to see whether these institutions will honor City checks on or prior to December 31, 1993. All checks will be dated January 1, 1994, as would be the case, with or without holiday closure. 4 . We will also implement holiday closure in 1994 . Next year, we will trade the holiday of December 23rd to December 27th, and the holiday of January 2nd to December 29th. This will leave only one (1) day when employees must take leave, on December 28, 1993 . Because current employees will receive a year's advance notice of the 1994 holiday closure, only employees with less than six (6) months continuous service with the City will be allowed to have a negative balance for that eight (8) hour period.
