"D" Street San Bernardino , CA 9401 October 18 , 1993 Dear Norrine , The following is submitted to you for consideration of funding by the City of San Bernardino . The "Cops for Rids at Christmas" effort began in 1990, and if I may , I would like to provide you with a brief history surrounding our organization. In 1990, I was approached by the foster parents of a child I became lnt _ _:-ed fit^ -,s - ..;,— e,r of intpTe�� �_t' to the abuse she `S'd f..ndu-r ; for .:uch of lie: r.hen , 12 years of life . This particular case received international attention , and a trust fund was established to benefit her in the future . The child , who affectionately became known as "Angel" , has since begun a successful trip towards recovery . In light of having suffered abuse , that you and I could not conceive of comprehending , she is progressing well . I can only attribute this success to the dedicated efforts of her foster parents . These parents are one of hundreds that are members of the "Inland Valley Foster Parent Association" . This group encompasses an area from WEst Covina , east to Banning , providing stahility to a host of children with varying problems stemming from physical , sexual and emotional abuses . In the past their organization has held an annual Christmas Party for the families and children. Their sponsoring organization found itself in a position of not being able to continue , requiring their search for other sponsors . Our Association enthusiastically undertook this effort , and our first party was held at the then "Maruko Hotel" . The facility , and food items were donated by the hotel , as they have been for the past two years . For a brief five hour period , these special children are cast into a fantasy environment , where they can set aside the abuses of their past , and relish in the joy of the Christmas season. 12�9?vo t�rt "' treet etSan errnai�no, AC9Z4 5* Te[.e�909g8896066161 FA-X!,, M ��4-51-9 Norrine Miller October 18, 1993 Page 2 Our 1992 party was even more successful , with it being enhanced by various corporate donations , to include "Sega Genesis" and "Mattel" senC' ing various items from their product line . In addition to this , our organization purchases a $10. 00 gift certificate from a local merchant , which is presented to each child in attendance . This gift certificate is the main economic consideration of our organization . Unfortunately , due to the current economic hard times , our Association has found itself in a position of not being able to completely finance this effort . We have now gone to the public , seeking monetary donations in which to continue . This year , we anticipate in excess of 500 children in attendance . This totals $5 , 000. 00 that we must col- ect for the certificates alone . In addition , approximately $1 , 500 . 00 will be needed to purchase additional items such as stockings , and decorative items . As in the past , the now "Radisson" Hotel will donate their facility and catering . As you can see , our projected total costs are $6, 500. 00. We are soliciting the assistance of the City of San Bernardino , in any economic way possible Volunteers this year will be Police Officers , and their family members . This is done , as a way to reinforce the desire of officers to help these children in their time of need . Normally , for many of these children, the first contact they have with an officer , is when they are taken away from their families . Further , this provides an opportunity for the City itself to involve itsel- in an activity than can only enhance the perception of our community , through its efforts on behalf of these special children.
