Finance: Council Notes: �dA Res q 6—.203 � Ren q& .,�0 �� o2 e� 6-�o / ' r�i '� �',(�' (//1 (07/01/96) Agenda Item No. r'F GITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT Construction Assessment Districts are formed throughout various locations of the City to provide the financing of various types of constructions projects including street construction, installation of traffic signals and curb, gutter and sidewalk fill-in and widening projects. Presently, there are 4 construction assessment districts and 2 Chapter 12.92 projects that are being administered by this department. These projects are generally too small for bond financing and are typically funded by the City either from the general fund or from the Assessment District Reserve Fund. The City is then reimbursed through annual assessments, which also includes interest and incidental expenses. The only exception is Assessment District No. 971, which was for the construction of the Vanderbilt Fire Station and funded through Certificates of Participation. Assessment terms may vary, but are typically extended through a term of 10 years or less for construction districts and 3 years or less for Chapter 12.92 projects. The annual assessment amounts are pre- determined, or a formula established, at the time the districts are formed, thus there are no requirements for noticed public hearings on these districts.
