June, 1995 - Allocation of $12,800 .00 in 1995/96 CDBG Program
approved.
11-20-95 - Resolution No. 95-391 adopted granting authorization
to file a claim with SANBAG for $19 ,054 as
reimbursement of cost for installing handicap ramps.
04-22-96 - Plans approved and authorization granted to
advertise for bids.

STAFF REPORT
Award of Contract
Construction of Handicap Ramps and Sidewalk
at Various Locations
Bids for this project were opened at 2 : 00 p.m. , Tuesday, June 4 ,
1996 .
A total of 7 bids were received, ranging from $60 , 101 . 00 to
$102 , 622 . 00 . The low bid is 31 . 9% below the Engineer' s Estimate
of $88 , 200 . 00 . However, the low bidder made an error in the
contract unit prices and has requested their bid be withdrawn.
We have reviewed the low bid and verified that the unit price bid
for one item of work is based upon the wrong units. Therefore,
we recommend that the low bid be rejected, and a contract awarded
to the second low bid of $82 , 065 . 00 , which is 6 . 95% below the
Engineer' s Estimate.
Below is an estimate of the total project cost, based upon the
actual low bid price :
Construction Contract Schedule 1 (Sidewalk) $ 64 ,565 . 00
Schedule 2 (H.C. Ramps) 17 ,500 . 00
Total Contract $ 82 , 065 . 00
Engineering & Inspection (W.O. #5014) 12 , 600 . 00
Sub-Total $ 95 , 441 . 70

TOTAL ESTIMATED PROJECT COST $ 97 , 200 . 00
Funds to finance the costs incurred for this project have been
allocated as set forth below:
1995/96 CDBG Program (Acct. No. 806-13) $ 12 , 800 . 00
Reimbursement from SANBAG (No. 122-000-2112) 19 , 054 . 00
SB 821 Fund (Acct. No. 122-373-5504-7045) 52, 800 . 00
Sub-Total $ 84 , 654 . 00
In Kind Services for Engineering & Inspection 12 , 600 . 00
TOTAL AVAILABLE FUNDS $ 97 , 154 . 00
The SB 821 funds are a grant for construction costs only and
engineering and inspection services must be provided as in kind
service.
We recommend that a contract be awarded to the second low bidder.
