CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION
STAFF REPORT
Article XIIIB of the Constitution of the State of California
requires annual Appropriations Limits for local jurisdictions .
This limitation is based on the changes in the California Per
Capita Personal income and Population Growth. The California Per
Capita personal income change is 4 . 671 and the population change is
1 . 02% .
Proposition III modified Article XIIIB by changing the base year
for calculating the Appropriations Limit from 1978-79 to 1986-87 .
The City' s 1996/97 Appropriations Limit is 1 . 9029 times our base
year limit of $72, 956, 219, giving us a figure of $138, 828, 389 .
This change will not impact the City since the total Appropriations
subject to the limitation is $113 , 781, 900 .

Appropriation Limit under Article XIIIB of the State Constitution
is available for the inspection during the hours of 7 : 30 a.m. to
5 : 30 p.m. Monday thru Thursday and 7 : 30 a.m. to 4 :30 p.m. on
alternating Fridays in the Finance Department at 300 North D
