Synopsis of Previous Council Action: • 11/18/84 - Resolution 84-456 establishing Administrative Charge of $18 per parcel for nuisance and weed abatement processing. • 11/20/85 - Resolution 85-480 repealing Resolution 84-456 and establishing Administrative Charge of$35 for nuisance and weed abatement processing. • 10/24/88 - Resolution 88-405 repealing Resolution 85-480 and establishing Administrative Charge of$75 for nuisance and weed abatement processing. Recommended Motion: That a publi: hearing be set for 10:00 a.m. on June 17, 1996 for the purpose of increasing the administrative charge for processing nuisance and weed abatements, from $75 to $110. Description) Finance: Council Notes: (P -# 15 CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT BACKGROUND: The Administrative Charge for nuisance and weed abatement processing was increased from $55 to $75 per parcel in 1988. Since 1988 operation costs have increased. DISCUSSION: The budget requirement increase over the last eight years is due to program improvements such as personnel increases, changing from in-house abatements to contractor abatements, increase in volume of work performed by contractor, increase from one Spring cycle to two cycles annually, .implementation of more aggressive property owner notification and compliance inspections. CONCLUSION: Based on current trends, it is anticipated that 1,400 parcels will be abated by the City during fiscal Year 96/97. Annual costs for administering this program, exluding abatement contracts total $160,200. If the Administrative Charge is increased to $110 per parcel, $154,000 in fees will be invoiced (State law prohibits fees exceeding program costs). Additionally, the proposed rate is consistent with the City of Riverside and other jurisdictions surveyed in the Inland Empire. RECOMMENDATION: It is recommended, Mayor and Common Council approve the resolution to increase the Administrative Charge for Nuisance and Weed Abatement Processing to $110 per parcel. t l
