Synopsis of Previous Council action:
03/21/94 -- A master services agreement was authorized in which
the City would provide certain services to IVDA for

Effective April 1994, IVDA assumed a caretaker role for the non-aviation portions of Norton
Air Force Base. In order to assist IVDA in meeting this obligation, a master services agreement
was adopted on March 21, 1994 which provided the terms and conditions under which certain
City services would be provided to IVDA. The Agreement was effective for a one year period.
The one year period expired on December 31, 1995. This agreement will provide for the new
terms and conditions under which certain City services will be provided to IVDA. The proposed
termination date of the agreement is January 1, 1997.
It is anticipated that the following City services will be provided to IVDA under the caretaker
agreement:
POLICE: One Police Sergeant for supervision and management of the Office of Resource
Protection. The Sergeant will be responsible for recruiting and managing
approximately 50 part time security officers. The Sergeant services will be
provided on a 40 hour/week basis. The City will be compensated in the amount
of $45,000 for a six month period by IVDA for this service.
FIRE: Fire suppression services, disaster response services, and other necessary fire
service operations, which are needed to ensure that an adequate level of fire
protection is provided at the base.
The emergency disaster response services will be provided on a 24 hour/day, 7
day/week basis.
The City Fire Department will be reimbursed at the rate of $708/call for
emergency response and $300/call for disaster response for the duration of the
contract.
PUBLIC
WORKS: Service for two traffic signals on Harry Sheppard Blvd. is $3,000/yr.
OTHER
SERVICES: Services, such as refuse collection, sewer/storm drain maintenance, planning,
engineering, street sweeping, and street lighting, will be provided on an as needed
basis. The City will be reimbursed for all direct costs associated with providing
these services to IVDA.
