Recommended motion:
That participation by the City in the extension of a sewer main in
Palm Avenue, from Verdemont Drive to a point about 1 , 200 feet to
the north, be approved; and the expenditure of $52 , 000 , from
Account No. 245-365-5504-1926 , "City' s share of Sewer Extensions, "
be approved to finance the cost for extending the sewer main in
excess of 300 feet.

A request has been received from Dan and Theresa
Gallagher for the City to participate in the cost of extending a
sewer main in Palm Avenue, from Verdemont Drive to Assessor' s
Parcel No. 261-021-20 , a distance of about 1 ,200 feet. A map
showing the extension is attached for reference.
Section 13 . 08 . 080 of the San Bernardino Municipal Code,
"Reimbursement to Owner for Expense, " authorizes the City to
participate in the cost of extending a sewer main in excess of
300 feet. A property owner may submit a request for reimburse-
ment to the City for all or a portion of the cost for extending
the sewer main in excess of 300 feet.
The letter from the Gallaghers requests that the City pay
the full cost for extending the sewer main for the 900 feet, in
excess of the 300 feet that is the applicant' s responsibility.
Our preliminary estimate of cost for the 900 feet is $52 , 000 .
Requests for reimbursement are to be reviewed by the City
Engineer, and a recommendation submitted to the City Administra-
tor, based upon the following criteria:
1 . Extension is Logical and Reasonable --
A sewer main will be needed in this section of Palm Avenue to
serve abutting properties as they develop.
2 . Probability that Abutting Properties will Develop within 10
Years -
I feel there is a reasonable probability the abutting
properties will develop within the next 10 years.
3 . Sufficient Funds Available -
An amount of $150 , 000 was allocated in the 1995/96 Sewer Line
Construction Fund Budget, under Account No. 245-365-5504-
1926 , to finance the cost for the City' s share of sewer
extensions . This amount is available.
4 . Conflict with City' s Five-Year Plan -
There is no conflict with this plan.
5 . General Plan -
The extension is in compliance with the City' s General Plan.
6 . Government Financing -
To the best of our knowledge, the applicant will not be
receiving any such assistance.

The recommendation shall be:
1 . All or a portion of such costs be accepted;
2 . That City enter into a payback agreement with the owners; or
3 . Recommend that the owner receive immediate payment of the
allowed costs of such construction.
The owner has requested that the City install the sewer
main extension. Under this arrangement, the owner would pay the
costs incurred for the first 300 feet, and the City would finance
the balance.
We recommend that the City' s participation in the cost of
extending the sewer main, in excess of 300 feet, be authorized.
The City Administrator has concurred with this recommendation.
