STAFF REPORT
Bids for construction of access roads and parking
facilities for SBIAA terminal were opened at 2 : 00 p.m. , Tuesday,
1-16-96 .
A total of 10 bids were received, ranging from
$2 , 737 , 328 . 09 to $3 ,782 , 115 . 10 . The low bid of $2 , 737 , 328 . 09 is
16 . 1% under the Engineer' s Estimate of $3 , 262 , 680 . 00 .
Five (5) Deductive Alternates were included in the
contract documents, in the event that the low bid exceeded the
available funding. The deductive alternates were-

in order to reduce the total estimated project cost within the
available funding.

An application has been submitted to amend the original
grant from the Federal Economic Development Administration to
increase the authorized amount by $2 . 558 , 660 . 00 , in order to
finance 75% of the cost for this project. Local funds will be
provided by the San Bernardino International Airport Authority in
the amount of $852 . 886 . 00 as the 25% matching requirement. The
total amount of funds available for this project is
$3 , 411 , 546 . 00 .

All costs incurred for project will be charged to
Account No. 242-362•-5504-=m;9..ailled to the Federal Economic
Development Administration and San Bernardino International
Airport Authority. There will be no City funds expended on this
project.
Final approval of this amendment to Grant No. 07-49-02680, 0 `
has not been received by EDA` s Regional Office in Seattle, WA.
Therefore, the award is contingent upon final approval.
A Report of Bids will be presented to the SBIAA and IVDA
Boards at their meetings of 1-24-96 , for concurrence.
We recommend that a contract be awarded to the low
bidder, for the Basic Bid less Deductive Alternates Nos . 1 ,2 , 3 &
4 .
URGENCY CLAUSE:
SBIAA has established a target date for completion of these
improvements of June, 1996 . A contract needs to be awarded at
the Council meeting of 1-22-96 , in order to meet this date.
