This item was continued in order to allow statistics to be provided that show the effect of the temporary closure on the crime rate. A copy of the memo from Wayne Harp, Assistant Chief of Police, dated 1-25-96 , is attached for -reference. This memo transmits a tabulation of the crime statistics for 18th Street, between "D" Street and Arrowhead Avenue, during the 1995 calendar year. Eighteenth Street was open for the first half of 1995 , and temporarily closed during the second half. A sub--committee was appointed to review the proposed closure. After reviewing the proposal , the sub-committee concluded that the proposed closure would not have a significant impact upon traffic circulation or traffic safety. The Traffic Safety Committee adopted an alternate motion to close 18th Street for a trial period of six (6) months. This recommendation was approved at the Council meeting of 7-10-95 , During the trial period, the Traffic Engineering Staff was to monitor the area and evaluate the effects of the temporary closure. Prior to the closure, the average daily traffic count on 18th Street, between "E" Street and "D" Street was 1 , 500 , and decreased to 724 during the trial period . Between "D" and Arrowhead Avenue, the average daily traffic was reduced from 1150 to 640 . Based upon our observation of traffic within the area during the trial period, and available information, we have con- cluded that the closure has not resulted in any significant impact, upon traffic circulation or traffic safety. Letters were mailed to about 90 property owners/residents within this area, inviting comments on the proposed closure. Below is a listing of written responses received in our office. The Streets and sidewalks of San Bernardino, belong to everybody. We are all taxpayers. Why should any group arbitrarily demand a main thoroughfare in the heart of the city be closed to the public. 18th Street is not a cul-de-sac nor is it a private road. The blockade actually doubles the traffic. When a car drives down 18th Street and discovers they have been trapped at Arrowhead they turn around in some ones driveway, and in frustration "burn rubber" going back to "D" Street. If they go down to 17th Street and go East, they run into another road block at Arrowhead and 17th Street. Is it fair to the other East/West Streets to have to carry other street ' s traffic? That causes traffic congestion and gridlock, not to mention ulcers and high blood pressure to the drivers trying to get across town. Why should they have to take a circuitous route? What ' s happened to our proud slogan, of a few years ago, "San Bernardino, City on the move. " Has it stopped moving and turned around because of street blockades? The building on the Southwest corner of 18th and Arrowhead and the Southeast corner of 18th and "D" were zoned for business and profession more than 30 years ago. They were required to have sufficient parking for their customers. The parking lots have been compromised because of the closing of 18th Street at Arrowhead. I have maintained an office on "D" Street for 46 years. The last 29 years at 18th and "D". Speaking for myself, my staff, and several patients , we have been inconvenienced by the closure. Many of the residence on 18th Street are patients in our office. They are our neighbors and friends. But it hasn ' t, and- it won 't. It has been a nuisance---a hindrance. I 'm sure all of you remember the infamous Berlin Wall that divided East and West Berlin for several years during the "Cold War. " Many people were shot and killed trying to escape from East to West. One day while negotiating peace, President Reagan said: "MR. GORBACHEV TEAR THAT WALL DOWN! " And the wall come tumbling down. However,throughout their speaking time,they were taunted by a group of rude,loud-mouthed protesters yelling from their seats.Our mayor simply ignored the obscenities from the protes- ters,one of whom is a local Little League coach.With such poor i role models,it's no wonder our children often act so unkindly. I was appalled that the mayor didn't have the courtesy to insist that these protesters follow the rules.(In fact,he even seemed to encourage them.)The council ap- peared to be intimidated by the loud,rowdy protesters.No won- der our city is in such a mess. Once again,the rights of the good,quiet citizens who follow the rules are trampled on by row- dyloudmouths.Our leaders would do well to remember that it's not the crazy fringe groups that elect them,it's the good com- mon folk who go to work each day and then come home to their fam- ilies and do what they can to keep up homes and neighborhoods. Sincerely, _ 1 ,6-L - C January 21, 1996 Danny Tillman 1808 Genevieve St. San Bernardino, Ca 92405 Dear Mayor and Council members, I initially had concerns about creating a cul de sac at the intersection of Arrowhead and 18th street for the following reasons: I thought it would not provide access to foot traffic, in particular, children attending SBHS. I thought that the section of 18th street between Arrowhead and "D" street was going to become a private street closed to the public. Closing the street creates an inconvenience for residents like myself who are accustomed to using the street to get to "E" street. After being assured that the street will remain open to foot traffic and that there are no plans to make the street private, I am in full support of the project. More importantly, since the time that the street has been closed at Arrowhead and 18th street I have noticed a huge reduction in graffiti and bad elements cruising the streets looking for trouble.
