Synopsis of Previous Council action:
On August 7, 1995, the Mayor and Common Council approved the final budget for FY 1995-96.
On January 29, 1996, this item was reviewed by the Personnel Committee
and referred to the Mayor and Common Council , without a recommendation.
Recommended motion:
• Delete one (1) Park Maintenance Leadworker position, Range 1319, $2,179-
$2,649/month.
• Establish one (1) position of Athletic Field Maintenance Specialist, Range 1355, $2,608-
$3,170/month.
• Direct the Personnel Department to update Resolution 6413, Section Ten, and Resolution
95-428, to reflect this particular action.

STAFF REPORT
ATHLETIC FIELD MAINTENANCE SPECIALIST
I. BACKGROUND
In January 1995, Fred Wilson, Assistant City Administrator, directed personnel staff to
explore the feasibility of creating a classification of an individual who would be
responsible for maintenance of a public ballfield. Several cities were contacted for job
descriptions and salary ranges for such a position. Prior to completion of the study, it
was agreed to revise the job description for Park Maintenance Leadworker to include
duties and minimum qualifications pertinent to the maintenance of a ballfield. The
revised job description for Park Maintenance Leadworker was approved by the Civil
Service Board on April 11, 1995.
Recently the Parks, Recreation & Community Services Department/Parks Division
requested that the Personnel Department conduct a recruitment for the position of Athletic
Field Maintenance Specialist. This position is a redesignation of a Park Maintenance
Leadworker position that is not to be filled. Since the Athletic Field Maintenance
Specialist position has never been formally approved, a survey was recommended prior
to recruitment.
II. ANALYSIS
Personnel staff contacted eight California cities which maintain a public ballfield similar
to the new one to be constructed in San Bernardino, approved by the Mayor and Common
Council at their meeting of August 21, 1995.
Exhibit A shows the results of the study. Five of the cities have a classification assigned
to athletic field maintenance. The position supervises subordinate park workers. Also,
incumbents in most cities must possess a valid Pesticide Controller Applicator's (PCA)
License issued by the State of California. Two of the survey cities contract out for
maintenance of the ballfield and adjoining complex. One City ballfield is under the
jurisdiction of the county in which it is geographically located.
Because of the nature of the Athletic Field facility which this employee will be
responsible for, and the standard of maintenance and care that will be associated with this
facility, an individual with a higher level of knowledge and experience will be required.
It is important that this position be established at the level of similar facilities in the area
or as close as possible. This facility is a major investment in the community and needs
to be provided with the maintenance and care to protect that investment.

M. COST
A. Survey Data
Based on the survey data, the average salary for the Athletic Field
Maintenance Specialist in the survey cities ranges from $2,894/month to
$3,459/month. However, this is approximately 33% higher at step one than
the current Park Maintenance Leadworker position salary in the City of San
Bernardino.
B. Internal Relationships
Internal relationships within the Parks Division were analyzed. The Athletic
Field Maintenance Specialist is supervised by a Park Maintenance Supervisor.
The incumbent will supervise Park Maintenance Worker classes. An
appropriate salary range for the Athletic Field Maintenance Specialist is

the salary of the Park the Supervisor and 19% above the salary of
the Park Maintenance Leadworker.
Annual compensation, including 28.5% benefits, is $41,208 for the first year
(based on six months at Step 1 and six months at Step 2).
C. Fundin

As the Park Maintenance Leadworker position was held vacant with the intent
I to reclassify this position to the Athletic Field Specialist position, there is a
salary savings that will adequately pay for this new position this fiscal year.
The annual cost of the upgrade from the Park Maintenance Leadworker
position to the Athletic Field Maintenance Specialist is $6,767.
For Fiscal Year 1996-97, the Department will make any budget adjustments
necessary to fund this position within its bottom-line budget allocation.
Historically, the agreement with the ball club provides for payment for rent
and a percentage of revenues that also provides some offset to these
expenditures. Exhibits B and C show the current and proposed organization
of the department.
IV. RECOMMENDATIONS
Based on the foregoing, recommendations include:
1. Delete one (1) Park Maintenance Leadworker position, Range 1319, $2,179-
$2,649/month.

2. Establish one (1) position of Athletic Field Maintenance Specialist, Range
1355, $2,608-$3,170/month.
3. Direct the Personnel Department to update Resolution 6413, Section Ten, and
Resolution 95-428, to reflect this particular action.
4. Submit the proposed job description for Athletic Field Maintenance Specialist
to the Civil Service Board for approval.

ATHLETIC FIELD MAINTENANCE SPECIALIST
JOB DESCRIPTION
Under general supervision, performs a wide variety of skilled tasks
related to the maintenance and upkeep of a professional baseball
field with adjoining facilities. Serves as a leadworker over
personnel assigned to sports field maintenance, performs related
horticulture and turf maintenance tasks and other related landscape
and facility maintenance tasks as required.
REPRESENTATIVE DUTIES
Provides courteous and expeditious customer service to the general
public and City department staffs.
Performs the most skilled and complex turf and ballfield facility
maintenance tasks involving the exercise of independent judgement
and the proper use of a variety of tools, equipment, specialized
materials and related chemicals; coordinates and participates in
the maintenance and upkeep of an entire professional sports field
complex which is inclusive of playing field, bleachers and
adjoining facilities suitable for a professional level baseball
team; oversees and participates in the maintenance of all turf to
its highest potential; utilizes a wide variety of fertilizers,
pesticides and herbicides; repairs and adjusts sprinkler heads;
operates a variety of power-driven equipment used in grading and
construction practices; sees that safe and proper work practices
are followed by other employees; instructs and trains subordinate
personnel.
Routinely adheres to and maintains a positive attitude towards City
and Department goals; and performs related work as required.
MINIMUM QUALIFICATIONS
Graduation from high school or G.E.D. ; and 2 years of full-time
progressively responsible experience in the care and maintenance of
baseball fields and sports complexes.
Possession of a valid Class "C" California Driver's License is
required. Must possess a Pesticide Controller Applicator's
(P.C.A. ) License issued by the State of California.
GENERAL QUALIFICATION
Knowledge of:
Standards, practices, methods, tools and materials used for
the maintenance of a professional baseball field/sports

complex;
Methods, techniques and practices utilized in the construction
and maintenance of a sports field complex;
Specialized fertilizers, herbicides and pesticides utilized
for sports field maintenance;
Soils and turf utilized for professional baseball field;
Appropriate safety precautions and procedures;
Basic methods of leadership, supervision and training.
Ability to:
See in the normal visual range with or without correction;
Hear in the normal audio range with or without correction;
Exhibit normal range of body motion;
Transport loads weighing up to one hundred (100) pounds;
Perform skilled and semi-skilled ballfield and facility
maintenance;
Lead and evaluate assigned crews;
Operate a variety of light mechanical equipment;
Properly apply fertilizers, herbicides and pesticides;
Establish and maintain effective relationships with all those
contacted in the course of work;
Train and instruct employees;
Perform strenuous heavy physical labor;
Work indoors and out in a variety of environmental conditions
including hot, cold or damp weather with exposure to
noises, vibrations, odors or dust;
Prepare reports;
Maintain records;
Interpret and work from blueprints, diagrams and sketches;
Operate a vehicle observing legal and defensive driving
practices;
Observe safety in the work environment;
Understand and carry out oral and written instructions.
ORGANIZATIONAL RELATIONSHIPS
The class of Athletic Field Maintenance Specialist is the lead
supervisory level in the park maintenance series. Supervision is
received from a Park Maintenance Supervisor. Lead supervision is
exercised over a small crew of lower level Park Maintenance
Workers.
