Background:
The City received a request from Mr. Edward Fischel, of Edward B. Fishel Law Offices,
to implement parking changes to increase and secure available parking for his clients
on 4th Street (from "D" Street to "E" Street). Mr. Fischel's office located at 459 West 4th
Street, does not have on-site parking and the 4th Street parking in front of his building
has proven to be limited and inadequate.
After several discussions and clarification, Mr. Fischel has requested the following
changes to the street parking on the south side of 4th Street (from "D" Street to "E"
Street):
• A designated "disabled person parking" space to be used by some of his
elderly clients, and
• Diagonal parking to increase the number of available parking spaces.
There are currently 11 parking spaces on the south side of 4th Street, with 10 properties
fronting the street. Mr. Fischel's building is approximately mid-block next to the breeze
way, across from the CalTrans offices. Parking has been observed to be heavily used,
compounded by "No Parking" restrictions for security reasons, in front of the CalTrans
building on the north side of 4th Street. Existing street parking restrictions include a one
hour parking limit.
Staff review of the physical geometry of the street and existing conditions found that the
street can accommodate a designated "disabled person parking" space, and diagonal
parking on the south side of the street would increase the number of spaces.
Additionally, a part of the existing red curb at the southern end of the block can be
shortened to provide more on-street parking. With these adjustments, the City can

double the current number of parking spaces from 11 to 22 plus the disabled person
parking space.
The disabled person parking space can be located close to the mid-block breeze way,
in the general area of 459 W. 4th Street buildings. The installation will require the
construction of a wheelchair ramp adjacent to the new disabled person parking space,
proper striping and signage. Implementation is estimated to cost approximately $5,000
and be handled administratively. Additionally, the removal of existing red curb is a
nominal cost to the City and can also be handled administratively.
However, the implementation of diagonal parking on the south side of 4th Street must be
approved by Common Council. It will include design, removal of existing eastbound
white dashed land line, and parking "T" markings, and striping for the new parking
spaces. Implementation is estimated to cost $10,000.
