To adopt the attached resolution lending encouragement and support to the Institute for Applied Super Computing and the Cal State University San Bernardino proposal naming their campus as a Regional Super Computer site. 2. To present the attached resolution to California State University San Bernardino at the regularly scheduled meeting of the Mayor and Common Council at 9:00 a.m. on April 1996. CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT Although it is not widely publicized, both the Department of Computer Science and the Department of Information and Decision Sciences at Cal State University San Bernardino have been extremely successful at obtaining high-performance supercomputing devices. In fact, the Department of Computer Science presently owns and operates two such devices, each of which is capable of performing over 1 .2 billion scientific computations every second. The supercomputers and the related communication devices were obtained in part by grants and partnerships with Intel Corporation, Silicon Graphics Incorporated and the National Science Foundation. In order to effectively make high-performance computing available to the University and to the community, Cal State University San Bernardino has recently created the Institute for Applied Supercomputing and has initiated the process which will establish the Institute as a National Science Foundation Regional High Performance Computing Center. A resolution passed by the Common Council of San Bernardino in support of this initiative will greatly improve the chances of success of this endeavor. INSTITUTE OF APPLIED SUPERCOMPUTING AT CALIFORNIA STATE UNIVERSITY SAN BERNARDINO WHEREAS, high performance computing(popularly known as supercomputing) and the fields which combine to produce high performance computing which are high speed numeric processing, high speed and large scale database communications at the local, metropolitan and wide area scales, are vital components to any competitive information environment; and WHEREAS, high performance computing is a vital and necessary component to promote economic competitiveness; and WHEREAS, high performance computing is a vital and necessary component of scientific, engineering, and technical education; and WHEREAS, research into the theory, practice, and use of high performance computing is necessary to achieve the promise which high performance computing has to offer; and WHEREAS, deployment and use of high performance computing systems is vital to attract and retain the civic and economic basis of a vibrant community; and WHEREAS, the Inland Empire region must remain economically and intellectually competitive as the regional economic base is re-engineered to the information society of the 21st Century; and WHEREAS, the Federal Government is supporting and encouraging the wide spread regional uses of high performance computing; and WHEREAS, San Bernardino has a distinguished regional comprehensive university in its midst, to wit,California State University San Bernardino,with a mission to conduct research,educate and train the community and to serve the interests of the region and the larger areas to which the region is tied. NOW, THEREFORE, be it resolved that the City of San Bernardino lends support and encouragement to the initiative to establish,promote and expand a regional center of excellence in high performance computing through the Institute of Applied Supercomputing at California State University San Bernardino,and will encourage the wide use and support of the high performance computing facility throughout the region, in both the public and private sectors.
