Description) Finance: Council Notes: /"'Z ' Re- 75-0262 _ A----J- '-- ^' CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT The U. S. Environmental Protection Agency (EPA) has completed a Remediation Investigation Feasibility Study and signed a Record of Decision in August 1993 for the cleanup of the Newmark Operable Unit. This program was undertaken to cleanup solvents that are in the groundwater within the Bunker Hill Basin. The Water Department entered into a Cooperative Agreement with the EPA to act as its contractor for certain activities necessary to implement the cleanup program. Specifically, the Water Department will be responsible for any land acquisition, pipeline installation and well drilling. Contaminants within the basin have reached as far south as the Baseline Street area and the recommended project is to drill five (5) wells to pump the contaminated water from the various strata and create a barrier preventing the contaminants from migrating any further into the basin. This pumping of contaminated water will occur for a period of up to thirty (30) years. We have negotiated the purchase of 217 East 11th Street for one of the well locations. Once we are fully funded for construction of the wells, we will improve the property to become an asset to the area. It is recommended that the resolution be adopted accepting the Grant Deed and dedicating the property for Water Department use. URGENCY REQUEST: In order to meet the requirements for closure of this escrow, it is necessary that this item be placed on the March 4, 1996 Supplemental Agenda.
