Synopsis of Previous Council action: June, 1986 -- Allocation of $350,000 in 1986/87 Sewer Line Construction Fund Budget approved. June, 1988 -- Allocation of $327,400 in 1988/89 Sewer Line Construction Fund Budget approved. April 4, 1994 -- Resolution No. 94-83 adopted authorizing execution of an agreement with CM Engineering for professional design services. May 15, 1994 -- Plans approved and authorization granted to advertise for bids, and transfer of $262,000 approved. July 24, 1995 -- Resolution No. 95-265 adopted awarding a contract to Norstar Plumbing Co. for the low bid price of $496,706.00. Recommended motion: That Change Orders No. ONE and TWO to the contract with Norstar Plumbing Company, for the installation of Phase III of the Northwest Intercepting Sewer, in accordance with Plan No. 9187, be approved; to authorize the contractor to perform the necessary extra work involved in relocation of an existing 24-inch storm drain, and the removal and replace- ment of additional pavement south of Base Line Street; at an increase in the contract price of $16,624.38, from $496,706.00 to $513,330.38. Description) Phase III, Nort est InterceDtor Finance- Council Notes: ?414gG 75-0262 Agenda Item No. CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT The contractor for Phase III of the Northwest Interceptor Sewer encountered a 15X18-inch storm drain in the Base Line Street Intersection that was not shown on the plans, or in our records. This storm drain conveys water from the northwest corner to the southeast corner of this intersection. It was necessary to relocate about 100 feet of this storm drain, in order to allow for construction of the interceptor sewer in accordance with the plans and install a manhole for the storm drain. This work was performed on a time and material basis, at a total cost of $9, 739 . 01. The trench for the interceptor sewer is located a short distance from the west curb line of Medical Center Drive. A bus stop is located on the west side of Medical Center Drive, south of Base Line Street. After excavating the trench in this area for the sewer, it was found that the intervening strip of pavement was badly broken due to the loads imposed by the buses. It was, therefore, necessary for the contractor to remove this strip of broken pavement and replace as a part of the trench restoration effort. This extra work was performed on a time and material basis, at a total actual cost of $6, 885. 37 . The total estimated project cost, based upon the actual low bid price, included an amount of $55, 294 . 00 for contingencies, which can be used to finance the cost of this extra work. All costs incurred for these Change Orders will be charged to Account No. 245-365-5504-1528 . We recommend that Change Orders No. ONE and TWO be approved.
