Synopsis of Previous Commission/Council/Committee Action(s):
On May 15, 1995, the Mayor and Common Council approved and adopted the First Year Action
Plan component of the 1995-1999 Consolidated Plan. In preparation for the Second Action Year
Plan component, the Community Development Citizen Advisory Committee (CDCAC) reviewed
the schedule for and summary of the Plan on October 27, 1995.

MOTION: That the Mayor and Common Council set December 4, 1995, at 11:00 a.m., as the
date and time for the Second Action Year Plan component of the 1995-1999
Consolidated Plan Public Hearing to address community needs for the 1996-1997
program year for federal funding.

Second Year Action - Consolidated Plan
BACKGROUND AND ANALYSIS
On May 15, 1995, the Mayor and Common Council approved and adopted the 1995-1999
Consolidated Plan. Included in the document was the First Year Action Plan which identified the
Community Development Block Grant (CDBG) funded projects and the program mix for the
HOME Investment Partnership Act (HOME) and Emergency Shelter Grant (ESG) programs and
replaced the individual applications and CDBG Final Statement that was previously submitted
annually to the U.S. Department of Housing and Urban Development (HUD).
The Public Hearing for the Second Year Action Plan thus, marks the beginning of the 1996-1997
funding cycle for the CDBG, HOME and ESG programs. Although HUD has not provided the
funding levels for each program to date or specified all of the content requirements of the Second
Year Action Plan, a very important change in the process by HUD necessitates an earlier
application schedule for CDBG applications (Attachment"A"). In the past, a review of CDBG
funded projects for environmental significance could be done after HUD approved the CDBG
Final Statement and prior to the execution of agreements for individual projects. Recently HUD
environmental staff have informed grantees that environmental reviews must be done prior to a
governing body's action to approved projects for funding. Since the Common Council, as
occurred on May 15, 1995, approves CDBG funded projects after the public hearing on the
Consolidated Plan, including the First Year Action Plan the environment reviews must be
completed prior to the Council's consideration of the Second Year Action Plan.
The Action Plan is scheduled for Council consideration on May 6, 1996, with a due date to HUD
on May 17, 1996. In order to allow the CDCAC the ability to consider all CDBG applications
prior to review and recommendation of projects to the Council, the environmental reviews will be
conducted by a consultant between the preliminary due date of the CDBG applications and final
applicant interviews with the CDCAC. Assuming no additional Second Year Action Plan
requirements from HUD, this scheduling should be sufficient for the review and application
processes.
RECOMMENDATION
It is appropriate to set the Public Hearing to hear community need discussions for the Second
Year Action Plan for December 4, 1995, at 11:00 a.m., in the Council Chambers.
