',Qd 11l a tIce / J 75-0262 Aaenria Itam Nn CITY OF SAN BERN[ IDINO - REQUEST P I COUNCIL ACTION STAFF REPORT PROBLEM: The scheduled opening of the "SB World Trade Center& international airport" (formerly Norton AFT)to through-traffic at the completion of the road project (scheduled for October 19, 1995) will allow public access to the facility. The Resource Protection Force (RPF) currently has no authority to enforce Municipal Code infractions such as loitering, drinking in public, begging and any other applicable sections. Without enforcement powers, the security of the facility from theft, trespass and associated crimes will be greatly threatened, thus impacting the marketability in the area. RECOMMENDATIONS: Through a Council Resolution, authorize the RPF to enforce Municipal Code infractions as the security force for Carousel Mall currently is authorized. I FINDINGS: At the completion of the road project currently in progress on the former Norton Air Force Base, public access to the property obtained through the retosession process will occur. With that access, problems related to theft and loitering will also occur. We have enjoyed the security of a closed base thus far, but all that will change. The ability of the RPF to combat these problems and protect the marketability of this property is limited at this time without the authority to enforce infractions of the Municipal Code. URGENCY: Immediate enforcement authority is required for the protection of property as well as the public since the primary road (Tippecanoe) into the former Norton Air Force Base property has been opened to the public thereby allowing access to areas still under construction or environmental remediation, to vacant buildings, and to hazardous utilities. Delay will prevent enforcement of the City's codes and allow vandalism, transient occupancy, loitering, and other such crimes to go unchecked. 15-0264
