STAFF REPORT
On July 7, 1995, Authorization to Proceed was granted to proceed with initiating
proceedings for the formation of a landscape maintenance district relative to
Tract No. 15573 which will be known as the Coulston Street Area Landscape Main-
tenance Assessment District (A.D. No 1016) .
On August 7, 1995, the Developer, Yeoman Associates, deposited a check in the
amount of $4,000 to prepay the costs of assessment- proceedings for the above
referenced assessment district.
O October 16, 1995, Resolution of Intention No. 95-356 was adopted which de-
clared the City's intention to proceed with the establishment of a landscaping
maintenance district in the Coulston Street area. This district is a City re-
quirement of the developer. The district will pick up the required maintenance
once the landscaping has been installed and the plant guarantee period has ex-
pired.
As there was 100% participation in requesting this landscape maintenance
assessment district, notice and hearing were not necessary regarding the
formation of the district (Section 12.90.04C(5) Municipal Code) .
The Resolution Ordering Work orders the work to be performed in the district and
also sets a Public Meeting and a Public Hearing relative to the Confirmation of
the Assessment Rolls. Notices will be mailed to all property owners within
Assessment District No. 1016.
All home buyers will be given a Notice of Disclosure (in red letters) by the
Developer, advising them of the existence of the Assessment District prior to the
close of escrow.
Staff recommends approval of the Resolution.
