Second Year Action Plan 1995/1999 Consolidated Plan
BACKGROUND
Last year, the 1995/1999 Consolidated Plan, which contained the First Year Action Plan, was
adopted by Council and sent and approved by the U.S. Department of Housing and Urban
Development(HUD). The Consolidated Plan reduces the burden of administering certain housing
and community development programs by consolidating the planning and application requirements
for federal funding into a single strategy. For the City of San Bernardino, this strategy integrates
the Comprehensive Housing Affordability Strategy, the Community Development Block Grant
(CDBG)Final Statement, the HOME Investment Partnership Act (HOME)Program Description
and the Emergency Shelter Grant (ESG) Application. The Consolidated Plan has thus replaced
the individual planning and application efforts for CDBG, HOME and ESG funding.
Each year of the implementation of the Consolidated Plan, an annual assessment of the housing
and community development needs must be conducted. The needs assessment, contained in an
Action Plan, must be consistent with the overall Consolidated Plan and meet the eligibility criteria
of the CDBG, HOME and ESG Programs. The objective of the Action Plan is to prioritize, for
annual funding purposes, the housing and community development needs identified in the five-
year Consolidated Plan.
Basically, the statutes for the CDBG, HOME and ESG Programs set forth three basic goals which
are closely related to the major commitments and priorities of HUD and are the basis for the
eligibility criteria of the Programs. Each of these goals must primarily benefit low-and very low-
income persons. First, the Programs are to provide decent housing. Included within this broad
goal are the following: assist homeless persons to obtain affordable housing; retain the affordable
housing stock; and increase the availability of permanent housing that includes structural features
and services to enable persons with special needs to live in dignity. Second, the Programs are to
provide a suitable living environment. This includes improving the safety and livability of
neighborhoods; increasing access to quality facilities and services; reducing the isolation of
income groups within areas by deconcentrating housing opportunities and revitalizing
deteriorating neighborhoods; restoring and preserving natural and physical features of special
value for historic, architectural, or aesthetic reasons; and conserving energy resources. The third
major statutory goal of the Programs is to expand economic opportunities. Within this goal are
creating jobs accessible to low- and very low-income persons; providing access to credit for
community development that promotes long-term economic and social viability; and empowering
low- and very low-income persons in federally assisted and public housing achieve self-
sufficiency.

The Consolidated Plan furthers the statutory goals. The Plan was developed through a
collaborative process whereby citizens, public, private and local governmental agencies, meeting
in a series of public forums, provided input and developed general priorities. The Plan establishes
a unified vision for community development and shapes the various federal programs into
effective, coordinated localized strategies and creates the opportunity for the strategic planning
for the limited federal funds, in combination with local resources.
The Action Plan, is the annual opportunity for citizen participants to impact the strategic planning
process by modifying the needs and priorities established in the five-year Consolidated Plan
document. The needs assessment, gathered in the two public hearing all jurisdictions are required
to hold at a minimum during each program year cycle, will help to identify the specific programs
and projects to meet the housing and community development needs for the 1996/1997 program
year.
The Public Notice regarding this first public hearing and contained in the attached exhibit, has
been published in three local newspapers pursuant to HUD regulations and copies mailed
specifically to potential CDBG applicants.
