Recommended Motion: That Planning Staff be directed to prepare a Development Code Amendment to remove discrepancies regarding balloons and inflatable devices. Description) Finance: Council Notes: Agenda Item No. r s 4 STAFF REPORT SUBJECT: Temporary Signs, balloons and inflatable devices Mayor and Common Council meeting of December 4, 1995 REQUEST: It is requested that the Mayor and Common Council direct Planning staff to prepare a Development Code Amendment to remove discrepancies regarding the use of balloons and inflatable devices for outdoor advertising. KEY POINTS: The key points are as follows: • Development Code Section 19.14.030(7)(E) prohibits the use of captive balloons for advertising in the Freeway Corridor Overlay District. • Development Code Section 19.22.060(N) prohibits using balloons and other inflated devices throughout the entire City. • Development Code Section 19.22.070(D) states that balloons and other inflated devices may be used for a special event sign on a temporary basis. OPTIONS AVAILABLE: The Mayor and Common Council may: 1. Direct staff to prepare an amendment which would prohibit the use of balloons and inflated devices in all instances, including temporary signs for special events, (amend 19.22.070(D)]; 2. Direct staff to prepare an amendment to allow balloons and inflated devices on a temporary basis for grand openings of new businesses, (amend 19.14.030(7)(E) and 19.22.060(N)]. RECOMMENDATION: It is recommended that the Mayor and Common Council direct Planning staff to amend Section 19.22.070(D), to prohibit the use of balloons and inflated devices for advertising, including temporarily for special events.
