It was also made clear that these memories can greatly differ. Although it is commonly recognized that our citizens are entitled to open government, unfortunately closed sessions are necessary to protect the City during sensitive legal negotiations. However, when these negotiations have been completed, out citizens are then entitled to not only know how each of their elected officials voted, they should also have the benefit of knowing just what those votes were based upon. In order to justly evaluate the decisions made by their policy makers, citizens need to know exactly what information was given to them. It is simply because memories can be faulty, that records are made of each legislative session. Therefore, it is in the best interest of the citizens of our City that a permanent record be made of each closed session as well as open session. Based on the foregoing, Councilman Dr. Curlin recommends adoption of the form motion. BARBARA J.
