MOTION C: That the Community Development Commission approve the design and engineering assistance program described in the attached September 25, 1995, memorandum from the Director of Planning and Building Services. MOTION D: That the Community Development Commission amend the Agency's 1995-96 operating budget to allocate funding of$125,000 from the 1995 Refunding Bond Issue for grant reimbursements of 80% of the cost, but not exceed $3,000 per building, for design/engineering documents for seismic reinforcement improvements in private commercial URM buildings. Economic Development Agency Administrator FROM: Al Boughe , irector of Planning and Building Services SUBJECT: COMMERCIAL STRUCTURE URM PROGRAM FUNDING DATE: September 26, 1995 COPIES: Mayor Tom Minor; Shauna Clark, City Administrator Background: ` Under the current CDBG Program, $125,000 in funding has been approved to assist URM (Unreinforced Masonry) building owners with reinforcing their structures. However, due to federal regulations which mandate following the Davis-Bacon Wage Act and a formal public works bidding process, it is not feasible to utilize federal funds for such a small scale program such as this which is intended to rehabilitate only 30 to 40 privately owned structures. This department is requesting that the Economic Development Agency identify alternative funding which would not trigger federal requirements and would replace the CDBG funding. It is our recommendation that these funds then be utilized to assist property owners in producing the necessary engineering documents in order to obtain building permits for the reinforcement of their buildings. Property owners would be reimbursed for 80 percent of the design/engineering cost with a maximum of$3,000 for any one building; payment would not be authorized until after the engineering has been approved by the City. Property owners have been on notice that the necessary engineering and construction drawings must be submitted by October 15, 1995, and building permits must be obtained by April 1996. Therefore, I would like to suggest that the Agency review any possible financial assistance available that could be utilized for the actual construction costs. Recommendations: It is recommended that the Economic Development Agency: 1. Replace the existing $125,000 CDBG funding with funds that do not trigger federal requirements; Commercial Structure URM Program Funding September 26, 1995 Page 2 2. Recommend to the Commission that the design and engineering assistance program for commercial URM's be approved as outlined; and 3. Explore methods of providing financial assistance toward the actual reinforcement construction cost for commercial URM buildings.
