STAFF REPORT
Bids for modification of traffic signals on "E" Street,
from 6th Street to 10th Street, were opened at 2 : 00 p.m. ,
Tuesday, 8-22-95 .
A total of 5 bids were received, ranging from $66 , 647 to
$107 , 000 . The low bid of $66 , 647 is 66 . 6% above the Engineer' s
Estimate of $40 , 000 .
The low bidder was asked for suggestions to lower the
contract price. A response was received suggesting that the
spare part be eliminated, and PVC conduit be substituted for
metallic, for a total credit of $2 , 172 . We have reviewed these
items, and determined that they will not affect the service-
ability or durability of the project. Also that the proposed
credit is fair and reasonable for the work deleted. Approval of
Deductive Change Order No. One will serve to reduce the contract
price from $66 , 647 to $64 , 475 .
Below is an estimate of the total project cost, based
upon the actual low bid price as adjusted by Deductive Contract
Change Order No. One.

Sub-Total $ 68 , 075
Contingencies (5) ± 3 , 425
TOTAL ESTIMATED PROJECT COST $ 71 ,500
An amount of $65 , 000 has been allocated in the 1994/95
and 1995/96 SB 300 Fund Budgets, to finance the costs that will
be incurred for this project. Supplemental funding, in the
amount of $6 ,500, will be needed to fully finance the total
estimated project cost.
In view of the number of bids received, it appears that
the Engineer' s Estimate did not . fully reflect the current pricing
level for the work involved. Therefore, we recommend that a
contract be awarded for the low bid price, and the necessary
supplemental funding approved.

The contract documents for this project are hereby
amended, in accordance with the price quote dated 8-31-
95 , as set forth below:
1 . Eliminate spare parts required by Section
10-1. 14 of the special provisions, for a

2 . Substitute PVC conduit for runs 6 , 7 & 8 at
6th Street, for a deduction of - - - - ( 838)
3. Substitute PVC for all loop stub-outs, for
