Synopsis of Previous Council action:
12/05/95 Resolution 94-366 - to enter into an agreement with Southern California Edison
for the installation and financing of energy conservation mearures at various
facilities within the City.
Recommended motion: Motion 1 - That change order number 1 to the contract with Southern
California Edison be approved; for the professional design
build services to do seismic structural retrofits to the
Cooling Tower piers, at a cost of $24,995.00, increasing the
contract amount from $967,740.00 to $992,735.00.
Motion 2 - That change order number 2 to the contract with Southern
California Edison be approved; for the modification of
ductwork in City Hall Basement HVAC System, at a cost of
$8,388.00, increasing the contract amount fr m $992,735.00
to $1,001,073.00.

STAFF REPORT
On December 5, 1994, the Mayor and Common Council approved a resolution for the
City to enter into an agreement with SCE-Envest for the installation and
financing of energy conservation measures at various facilities. Included in the
scope of this project was replacing the air conditioning equipment in City Hall .
There are two change orders on this work that have come up due to unforeseen
conditions. The first is structural upgrades for the new cooling tower. When
this project was designed, the existing 28,000 pound cooling tower was to be
removed and replaced with a 14,000 pound unit. Because of the decrease in
building load requirements, no structural improvements were included. Plan Check
did require that structural upgrades be included for seismic concerns. The cost
of these upgrades is $24,995.00. This work was completed on November 3, 1995,
when the crane was on site.
The second change order is for modifications to the basement system. Currently,
the entire basement is scheduled to operate 24 hours per day, to support dispatch
and computer operations. With the recent move of Dispatch, the entire basement
no longer needs to operate on that schedule. The proposal modifications will
allow the critical areas of the basement to operate on one system rather than
three, saving the City further o,m operating costs. The cost of this change order
is $8,388.00.
The amount of both change orders is $33,383.00. The annual payment for these
change orders will be $4,628.00 for ten years. This money will be repaid through
energy savings.
Staff recommends that both change orders be approved.

a. Provide additional professional design and build services to bring existing concrete
cooling tower piers into structural compliance with the 1973 UBC, as adopted by
the City of San Bernardino for the construction of the City Hall,per the City
approved structural plans and calculations provided by Fox Engineer as a part
of this Work.
Total Additional Cost 524,995.00
Justification:
This Work was incorporated into the project at the request of the City of San Bernardino due
to the existing cooling tower concrete piers not meeting minimum structural code
requirements.
