Mayor and Common Council of the City of San Bemardino Page 4 Printed 1/12/2016 Joint Regular Meeting Minutes January 4, 2016 Vincent Kutch, Retired San Bernardino Police Officer, provided a history and explanation of the benefits Pension and Retirement Services (PARS) provided to 23 retired San Bernardino police officers and the impact it would have on them if PARS was eliminated. John Montecino, Retired San Bernardino Police Officer, stated that being able to afford medical insurance was critical to his survival and that losing PARS would be devastating to him and his family. Jay Lindberg, San Bernardino, said he discovered a book entitled, "Visas for Al Qaeda: CIA Handouts that Rocked the World," about a Foreign Service worker who worked in the Visa Department in Saudi Arabia. He stated that the departments were corrupt and the oversight for applicants was run by Saudi intelligence and law enforcement. Peggi Hazlett, San Bernardino, stated that a proposed variance to erect a 26 -foot retaining wall near her home was approved by the Planning Commission in 2009. An appeal was filed and the City Council agreed to remove the variance from the Tentative Tract Map and approve an 8 -foot retaining wall. Recently, the Tentative Tract Map went back to the Planning Commission for approval of a one-year extension, and Ms. Hazlett stated that she was surprised to see that the language approved by the Council in 2009 was not the language in the Conditions of Approval for that Tentative Tract Map. She asked to speak to someone regarding this matter. Karmel Roe, San Bernardino, spoke about the City's violation of the Brown Act on December 15, 2015. She said Brown Act violations had allowed City officials to yoke City administrators with hefty retirement pensions and had allowed overpriced contracts to be awarded thereby leading to the downward spiral and eventual bankruptcy of the City. Ms. Roe stated that the people have a right to know how their business is being conducted and how their money is being spent. She asked the City to stop the dismantling of the Fire Department and protest LAFCO, recall Fred Shorett, and kill the revision of the City Charter. 7. Items to be Referred to Council Committees Council Member Nickel requested that the licensing program for taxicabs be referred to the Ways and Means Committee. Council Member Nickel requested reports on the preparations for El Nino; enforcement of the blue collection bins used to collect clothing that become a dumping ground for trash; and the seismic retrofit of City Hall. Council Member Mulvihill requested that the City look into the PARS Plan in more detail; and requested a report of how many San Bernardino residents with Highland zip codes purchased cars and their sales taxes went to the City of Highland or another surrounding city. Council Member Valdivia requested that a report on the consulting costs associated with the bankruptcy be presented to the Council on January 19, 2016.
