Henderson, Executive Director FROM: Councilwoman Valerie Pope-Ludlam DATE: June 25, 1993 SUBJECT: Emergency Agenda Item arising after posting of Agenda for 6/28 Community Development Commission Budget meeting. COPIES: Agency Administrator; Executive Assistant to the Council. ------------------------------------------------------------------- I met today at 11: 30 a.m. with Room and Board operators in the City that provide services to SSI recipients. Major concerns were raised relative to the proposed State cuts in benefits to "Independent Living" clients that they serve. These individuals may have mental or physical deficiencies that qualify them for SSI, but are sufficiently independent that they can live on their own. The proposed 2 . 7% cut in benefits will severely impact their quality of life. Please place an emergency item on the Community Development Commission agenda for discussion and possible action with regard to obtaining the assistance of our State representatives in opposing these cuts. Thank you for your assistance with this matter. k� Valerie Po e-Ludlam Sixth Ward 1 RESOLUTION NO. 93-213 2 RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN 3 BERNARDINO HEREBY ENCOURAGE OUR GOVERNOR AND STATE REPRESENTATIVES TO STRONGLY CONSIDER THE SEVERE EFFECTS THIS 4 CUT IN SUPPLEMENTAL SECURITY INCOME BENEFITS WILL HAVE ON THE LESS FORTUNATE IN OUR COMMUNITY, AND THAT THESE CUTS BE 5 REMOVED FROM THE BUDGET. 6 WHEREAS, many Supplemental Security Income (SSI) 7 recipients are struggling to live independently;y; and 8 WHEREAS, these individuals may have mental or physical 9 challenges that preclude them from obtaining gainful 10 employment, and thus they rely heavily on SSI as their only 11 source of income; and 12 WHEREAS, the average income of SSI recipients who 13 qualify as "Independent Living" clients who are responsible 14 for finding their own housing and taking care of their own 15 financial affairs is approximately $650. 00 per month, with the 16 majority of these benefits going toward housing; and 17 WHEREAS, the Governor' s budget proposes to cut the 18 benefits to "Independent Living" beneficiaries by 19 approximately $20. 00, which is a tremendous burden on such a 20 limited income; and 21 WHEREAS, such a cut would mean that in many cases, the 22 disabled would not have enough money for food at the end of 23 the month, and may add more people to the already swelling 24 ranks of the homeless in our communities. 25 Now, therefore, be it resolved that the Mayor and Common 26 Council of the City of San Bernardino does hereby encourage 27 our Governor and State Representatives, to strongly consider 28 1 RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN 2 BERNARDINO HEREBY ENCOURAGE OUR GOVERNOR AND STATE REPRESENTATIVES TO STRONGLY CONSIDER THE SEVERE EFFECTS THIS 3 CUT IN SUPPLEMENTAL SECURITY INCOME BENEFITS WILL HAVE ON THE LESS FORTUNATE IN OUR COMMUNITY, AND THAT THESE CUTS BE 4 REMOVED FROM THE BUDGET. 5 the severe effects this cut in Supplemental Security Income 6 benefits will have on the less fortunate in our community, and 7 that these cuts be removed from the budget. 8 I HEREBY CERTIFY that the foregoing Resolution was duly 9 adopted by the Mayor and Common Council of the City of San 10 Bernardino at a_ snacial _ meeting thereof, held on the 11 28th day of June , 1993 ► by the 12 following vote, to wit: 13 COUNCIL MEMBERS: AYES NAYS ABSTAIN ABSENT 14 EDDIE V.
