(#4138) Current Business Registration Certificate: Not Applicable Financial Impact: The revenue generated from the disposition of this surplus equipment is estimated to be approximately $150,000. Staff is proposing that the money received from this action be credited to the Vehicle Replacement Fund revenue account to be used to refurbish and improve the existing City fleet. Motion: Adopt the Resolution. Synopsis of Previous Council Action: None Background: The Public Works Department is presenting a list of out-of-service vehicles to declare as surplus and send to auction, or otherwise dispose of. There are 49 City vehicles (44 from the Police Department and 5 from the Public Works Department) which have reached the end of their usable service life. These vehicles were considered for surplus based on numerous factors including: useful life based on years in service (from 1987 to 2008), high mileage, and/or high frequency/cost of repairs. A complete listing of the vehicles can be found in Exhibit A. Under City of San Bernardino Municipal Code Chapter 3.04, the City Manager has the authority to sell or otherwise dispose of all commodities and equipment which cannot be used by any department or which have become unsuitable for City use. Disposition may include abandonment, destruction or donation to public bodies, charitable, civic or nonprofit organizations and may include City property which has no commercial value or for which the estimated cost of continued care, handling, maintenance, or storage would exceed the estimated proceeds of sale. Further, these assets have fully depreciated and have no residual value. The average cost of auction services is approximately 10% of sales. L 19 terms and conditions for the disposition of surplus City property; and C d 20 W WHEREAS, the City of San Bernardino desires to dispose of 36 law enforcement 21 vehicles, their emergency response equipment, and 3 Public Works vehicles, and sell at fair 22 23 market value or otherwise dispose of the assets. G 24 THERFORE, BE IT RESOLVED BY THE MAYOR AND THE COMMON 25 COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: 26 SECTION 1. That the Mayor and Common Council of the City of San Bernardino 27 hereby authorizes the City Manager to exercise the sale or disposal of surplus City property in the 28 Packet Pg.300 `5Ma" form of 36 law enforcement vehicles and 3 Public Works vehicles, including the disposal of any 1 2 associated emergency response equipment through sale to other law enforcement agencies, reuse 3 by the City, or designated as unsalvageable, based on the needs of the City. The description of 4 these items is shown in Exhibit A to this resolution, incorporated herein by this reference. 5 SECTION 2.
