At that meeting, budget cuts were adopted in the amount of $1,905, 047. This action reduced the beginning FY 1993-1994 General Fund budget shortfall from $3 , 519, 000 to $1, 613 ,953 . Further action on budget cuts were suspended pending the adoption of the State budget. The City has a requirement to have an adopted operating budget on July 1st each year unless there is an authorized continuing appropriation resolution. The attached resolution will authorize the City to continue operations at the 1992-1993 level as amended to include the actions approved by the Mayor and Common Council at the May 17, 1993 Council Meeting until the final 1993-1994 budget is adopted. Also attached is an excerpt from the minutes of May 17, 1993 outlining the action taken by the Mayor and Common Council. 75-0264 EXCERPT FROM MINUTES OF THE MAY 17, 1993 MEETING OF THE MAYOR AND COUNCIL. n FISCAL YEAR 1993/94 BUDGET DELIBERATIONS (6) Council Member Minor made a motion, seconded by Council Member Estrada, and unanimously carried, that Mayor-Elect Minor' s recommended budget cut to eliminate the utility tax reserve for a savings of $1, 300, 000, be approved. Council Member Minor made a motion, seconded by Council Member Reilly, and unanimously carried, that the $166, 000 carryover and funding of civic and promotions account by only $84 , 000 for a net savings of $240, 000 be continued until the budget is ready for final adoption; and that further action on the 1993 -94 budget be taken when it is determined how the State' s actions will affect the City' s budget . Discussion ensued relative to calls received from the public regarding FY 1993/94 budget deliberations . Council Member Estrada made a motion, seconded by Council Member Reilly, and unanimously carried, that Ken Henderson, Executive Director, Economic Development Agency/Development Department, be directed to prepare a report relative to the availability of Community Development Block Grant (CDBG) funds for FY 1993/94 for public improvement projects, and that the report be made available for the meeting of the Mayor and Common Council on May 24 , 1993 , in the Council Chambers of City Hall, 300 North "D" Street , San Bernardino, California. Ken Henderson, Executive Director, Economic Development Agency/Development Department , answered questions relative to possible uses for Community Development Block Grant (CDBG) funds . In summarizing the approved budget cuts, the Mayor and Common Council approved the following budget cuts as presented by Mayor-Elect Tom Minor : 1 . Implement drunk driver reimbursement $ 103 , 000 Z . Increase pistol range fees $ 4 , 500 3 . Eliminate utility tax reserve $1, 300 , 000 4 . Hold the following positions vacant : Senior Secretary - Administration $ 40 , 700 Maintenance Painter - Facilities Management $ 47 , 000 vehicle Abatement Officer - Facilities Management $ 36 , 000 Two Parks Maintenance Workers - Parks , Recreation �, Community Services $ 64 , 300 Tree Trimmer - Public Services $ 33 , 132 5 . Downgrade Senior Accountant - Finance $ 23 , 000 6 . Delete the following positions : Stores Supervisor - Finance $ 45 , 000 9 5/17/93 I 1 RESOLUTION NO. 2 RESOLUTION OF THE CITY OF SAN BERNARDINO APPROVING AND 3 ADOPTING AN INTERIM BUDGET OF SAID CITY FOR THE FISCAL YEAR 1993-1994 PENDING ADOPTION OF THE 1993-1994 FINAL BUDGET. 4 NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COMMON 5 COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: 6 SECTION 1. That certain document entitled 111992-1993 7 Annual Budget" , as amended and conditioned by orders of the 8 Mayor and Common Council, on file in the office of the City 9 Clerk is hereby approved and adopted as the interim budget 10 of said City for the 1993-1994 fiscal year pending adoption 11 of the 1993-1994 Final Budget. 12 SECTION 2 .
