and Guthrie Avenue area, Assessment District No. 990 , were opened
at 2 : 00 p.m. , Tuesday, 5-4-93 .
A total of 3 bids were received, ranging from $63 , 529 . 12
to $76 , 492 . 00 . The low bid of $63 , 529 . 12 is 6 . 6% over the Engi-
neer' s Estimate of $59 , 610 . 00 .
Below is an estimate of the total annual cost for
providing these securit- services , from 7--1--93 to 630-94 .

Incidental Costs 14 , 000 . 00
TOTAL ESTIMATED ANNUAL COSTS $ 77,529. 12
Funds will be reimbursed through assessments on parcels

2 RESOLUTION OF THE CITY OF SAN BERNARDINO AWARDING A
CONTRACT TO BECKER SECURITY SERVICE FOR PROVISION OF SECURITY
3 SERVICE IN ARDEN - GUTHRIE AREA.
4 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:

SECTION 1 . Becker Security Service is the lowest
6
responsible bidder for: Provision of Security Service in
7
Assessment District No. 990 , per Plan No. 7791A (1993-94) . A
8
contract is awarded accordingly to said bidder for the total
9
amount of $63 , 529 . 12 , but such award shall be effective only upon
10 the contract being fully executed by both parties. All other
11 bids, therefore, are hereby rejected. The Mayor is hereby
12 authorized and directed to execute said contract on behalf of the
13 City; a copy of the contract is on file in the office of the City
14 Clerk and incorporated herein by reference as fully as though set
15
forth at length.
16 SECTION 2. This contract and any amendment or modifica-
17 tions thereto shall not take effect or become operative until
18
fully signed and executed by the parties and no party shall be
19
obligated hereunder until the time of such full e:cecution. No
20
oral agreements, amendments, modifications or waivers are
21
intended or authorized and shall not be implied from any act or
22
course of conduct of any party.

SECTION 3 . This resolution is rescinded if the parties
24
to the contract fail to execute it within sixty (60) days of the
25
passage of this resolution.

At the Council meeting of 5-24-93 , action was taken to continue
this item to 6-7--93 , in order to obtain some additional infor-
mation on the low bidder' s experience in areas like Arden
Avenue and Guthrie Avenue.
Attached is a copy of the letter from Mr. Alfredo Thomas, of
Becker Security Service, dated 5-26-93 . In this letter, Mr.
Thomas states that Becker Security Service has provided
security service for several clients in areas regarded as high
crime areas . These clients include the City of San Diego and
I several owners of apartment complexes in gang neighborhoods .
Mr. Thomas has advised us that a complete package on Becker
Security Service was mailed on 5-27-93 . This package was not
received by 6-2-93 .
Please advise if you wo like any further information.
