Synopsis of Previous Council action:
May 10 , 1993 Mayor and Common Council approved increase in annual
range fees at Perris Hill Pistol Range .
Recommended motion:
That a public hearing be set for June 21 , 1993 , at 10 : 00 a.m for the
purpose of considering an increase in fees for use of the Perris Hill
Park Pistol Range, from $50 to $100 .

STAFF REPORT
On May 10, 1993 , the Mayor and Common Council approved a number of
budget-balancing actions, including some fee increases. One of
these actions was to increase the annual range fees at Perris Hill
Pistol Range.
The fee increase is recommended because of the operating deficit
for range operations. Budget/revenue analysis is as follows:
FY 92/93 Budget $44 , 974
FY 92/93 Est. Revenue $ 4, 500
Operating Deficit <$40, 474>
Percentage Civilian Use 53%
Given the above statistics, 53%, or $23 , 836, of the Range budget
should be user-fee supported. This goal may not be realistic,
since fees would have to be raised significantly to meet this goal.
However, user fees can be raised somewhat, based upon surrounding
ranges.
Three local ranges were surveyed as to user fees:
Perris Hill San Bernardino Riverside
Pistol Range Magnum Range Magnum Range
Annual fee $50 $100-175 $50+ $4/day
Single use range fee $ 8 $ 6-7 $6-6. 50
Of the local ranges, Perris Hill has the lowest rates. If the
annual fee was increased to $100, rates would still be moderate
compared to other local ranges and revenue generated would be an
additional 4 , 500 annually (based on current membership) .
RECOMMENDATION
Adopt resolution increasing annual range fees from $50 to $100.

2 RESOLUTION OF THE CITY OF SAN BERNARDINO ESTABLISHING A
3 SCHEDULE OF FEES FOR USE OF THE PERRIS HILL PISTOL RANGE, SAN
BERNARDINO, CALIFORNIA; AND REPEALING RESOLUTION NO. 87-288.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF
5 SAN BERNARDINO AS FOLLOWS:

7 SECTION 1. The following schedule of fees and rates is hereby established for the use
8 of the Perris Hill Pistol Range, San Bernardino, California, which fees shall include one target
9 per visit:
10 $100.00 per year for range card holders

$8.00 per day (no range card)

13 $1.00 per each additional target
14 SECTION 2. Members of the San Bernardino Police Department and San Bernardino
15 Police Reserve Unit shall pay no fees for use of the Perris Hill Pistol Range.
16 SECTION 3. No person shall be permitted to use the facilities of the Perris Hill Pistol
17 Range unless and until he pays the requisite fee to the City of San Bernardino in accordance with
18
the foregoing schedule of fees.

20 SECTION 4. Resolution No. 87-288 is hereby repealed.
21 I HEREBY CERTIFY that the foregoing resolution was duly adopted by the Mayor and
22 Common Council of the City of San Bernardino at a meeting thereon, held on the
